Serves as the International Space Station (ISS) Communications and Tracking Systems (CandT) Deputy System Manager, responsible to the Space Station Program for the successful development, upgrade, repair, integration, and delivery by the prime contractor of the CandT system consisting of the Assembly/Contingency Subsystem (ACS), Space-to-Ground Subsystem (SGS), Audio Subsystem, Video Subsystem, the External Wireless Communication Subsystem (EWC), Common Communications for Visiting Vehicles Subsystem (C2V2), Ku-Band Subsystem, and the S-Band Subsystem. Additionally, provides technical management of contractors engaged in the design, development, procurement, manufacture, test, and application of human spacecraft telecommunications components.

Duties

Serves as the International Space Station (ISS) Communications and Tracking Systems (CandT) Deputy System Manager, responsible to the Space Station Program for the successful development, upgrade, repair, integration, and delivery by the prime contractor of the CandT system consisting of the Assembly/Contingency Subsystem (ACS), Space-to-Ground Subsystem (SGS), Audio Subsystem, Video Subsystem, the External Wireless Communication Subsystem (EWC), Common Communications for Visiting Vehicles Subsystem (C2V2), Ku-Band Subsystem, and the S-Band Subsystem. Additionally, provides technical management of contractors engaged in the design, development, procurement, manufacture, test, and application of human spacecraft telecommunications components.

Specifically:

-Serves as a wireless & communication system technical expert and leads the team responsible for CandT system hardware and system engineering.
-Manages ISS CandT System design, development, test, repair, and evaluation activities of the prime contractor and its subcontractors.
-Supports the ISS Launch Package Manager's flight hardware/software need dates and participates in their integration review as required, including International Partners (IPs).
-Manages all aspects of ISS CandT System hardware/software development, verification/certification, integration with the IPs, and sustaining engineering, Commercial Crew and Cargo, Commercial Crew Transportation Capability, and adheres to the agreement made between Engineering and the ISS Program Office.
-As part of the ISS System Problem Resolution Team (SPRT) responsibility, works with the prime contractor to perform management of the on-orbit CandT subsystems and flight sparing, monitor on-orbit performances, track and resolve anomalies or failures of on-orbit or spare hardware, document flight software requirements as they relate to CandT subsystems, and work to resolve software problems.
-Manages the efforts of assigned NASA personnel including ISS CandT Subsystem Managers (SSMs) and supporting contractors.
-Directly supports the ISS CandT System Manager to keep avionics, vehicle, and program management properly apprised of CandT System design, development, test and evaluation status, subsystem issues, and integration issues via activity reports, weekly status review, daily management tag- ups, and award feeds.
-Manages the ISS CandT system verification requirements development and test planning and the implement of system upgrades to support new program requirements.
-Represents NASA CandT to the various ISS Control Boards.
-Approves all Prime ISS CandT flight hardware and flight software delivery to NASA.
-Assists in integrated hardware and software testing and in COFR approval.
-Leads mission support for planned operational activities related to configuration changes and updates to the ISS CandT System as well as for investigation and resolution of mission anomalies when they occur.
-Evaluates and resolves flight anomalies, and defends closure rationale to project offices in the form of failure investigation action reports, corrective action reports, and oral presentations.
