    Responsibilities

    At the full performance level: Leads the formulation, development, review, coordination, and editing of budgets for the Desert Southwest Region (DSWR). Duties include: preparing budget estimates, writing justifications and impacts, tracking obligations, preparing budget and presenting budget briefings, monitoring, analyzing, and evaluating budget execution, preparing forecasts, identifying and recommending corrective actions for programmatic funding issues. Incumbent provides support and execution service for budget and finance activities to both internal and external customers. Establishes accounts, projects and tasks for tracing costs within approved budget allotments and apportionments. Oversees fiscal year-end closing and prepares reports for input on financial statements, rate and repayment studies, and cost allocations. Independently responds to questions and inquiries from auditors, customers, HQ, and regional staff. Certifies availability of funds ensuring expenditures are appropriate in accordance with program and budget plans, Federal appropriations law and regulatory guidance. Interprets legislative language and monitors the operation of major programs, including appropriated no-year funds, emergency funds, reimbursable funds, and customer funds for compliance with legislative authority. Ensures the accomplishment of monthly, quarterly and semi-annual budgetary reviews and assessment providing detailed and comprehensive reports, narratives, and projections to management and HQ. Advises and instructs regional staff in the use and capabilities of Western’s financial management system. Assists management in using financial data to effectively manage and control programs.
