    Responsibilities

    The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
    • Analyze, plan, implement, and monitor complex building operations and services activities for the HUD Headquarters Building.
    • Responsible for the day-to-day operations of the facility, and serve as a Government Technical Monitor or Contract Technical Representative for Headquarters’ Commercial Facility Management (CFM) contract
    • Develop statements of work, contract specifications, and cost estimates for repairs and improvements to electrical and mechanical systems, steam distribution systems, fire control systems, elevators, and architectural components.
    • Review and approve architect engineer construction blueprints and specifications for capital improvement projects, ensuring accuracy and thoroughness of project design.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    For the GS-11, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
    - supporting the day-to-day facility operations and building operating systems including HVAC and plumbing; and participating in safety and maintenance reviews and inspections; AND
    - acting as liaison with contractors, and assisting in monitoring and evaluating contractor performance.
    OR

    Education: A Ph.D. or equivalent doctoral degree; or 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; or LL.M., if related
    OR

    You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the first 2 years may be combined with experience.

    For the GS-09, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
    - supporting the day-to-day facility operations and building operating systems including HVAC and plumbing; and participating in safety and maintenance reviews and inspections
    OR

    Education: A Master's degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D., in a related field.
    OR

    You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience.
