This position is located in the Office of Human Resources (OHR), Office of Management (OM) and under general supervision of the Director of Human Resources (Chief Human CapitalOfficer (CHCO)), whose responsibilities include those prescribed by the Civil Service Reform Act of 1978 and Chief Human Capital Officers Act 2002. As the Deputy Director of Human Resources (Deputy Chief Human Capital Officer (DCHCO)) the incumbent is responsible for managing the activities of the following division directors: Executive Resources, Talent Recruitment and Hiring, Workforce Relations, Leaming and Development, and Human Capital Policy and Accountability. These divisions consist of approximately 65 Civil Service personnel involved in domestic human resources services. The incumbent is responsible for planning, developing, coordinating, and implementing, human resources management systems, human resources reporting, human resources policies, budget management, and management controls for the Department's human capital program. As the DCHCO, the incumbent is responsible for providing technical expertise and expert direction of personnel resources to meet the requirements of the Civil Service Reform Act of 1978 and other statutory and regulatory requirements. The DCHCO has direct functional accountability to the CHCO and functions as an alter ego to the CHCO in his/her absence.

Persons selected for initial appointment to the Career Senior Executive Service must have their Executive Core Qualifications certified by an Office of Personnel Management Qualifications Review Board prior to appointment and will be required to serve a one-year probationary period.
The incumbent serves as the primary technical advisor to the CHCO on all matters relating to human capital management and provides guidance to, and coordinates the Department's human capital management for all domestic operations. The DCHCO directly manages the activities the Executive Resources Division, Talent Recruitment and Hiring Division, Workforce Relations Division, Learning and Development Division and Human Capital Policy and Accountability Division.
The incumbent provides leadership and direction in the formulation of HR strategic plans and policies for the development and implementation of a comprehensive HR program compatible with the Department's mission, vision, goals, programs, and objectives.
The DCHCO initiates, coordinates, and oversees special studies, pilot programs, and facilitates implementation of new or revised policies and programs. Leads immediate and long range HR strategic planning to ensure that HR policies and programs are fully and effectively related to the Department's management and organizational goals.
Monitors mission and program development to ensure HR policies are supportive and provide the maximum utilization of human resources. Seeks new and innovative approaches to management and formulates new concepts to ensure future HRM policies are innovative, effective, and cost efficient.
Ensures that the Department's HR policies and programs are consistent with policies, regulations, and standards issued by the Office of Personnel Management (OPM), and other governing regulations. Ensures policies are implemented in accordance with Departmental goals and objectives.
