    The position is located in the Office of Special Education and Rehabilitative Services, Office of Special Education Programs (OSEP), Monitoring and State Improvement Planning (MSIP) Division. MSIP carries out major activities related to the Part B, Part C, and 619 formula grant programs. The Division is responsible for State Plan review and approval, and for monitoring OSEP's formula grant programs to ensure consistency with Federal requirements and to ensure that States and other public agencies continue to implement programs designed to improve results for infants, toddlers, children, and youth with disabilities.

    The incumbent will serve as a State Lead responsible for the following: administers or supports programs funded by the Individuals with Disabilities Education Act (IDEA) for Part B or C programs for infants, toddlers, children and youth and/or adults with disabilities and their families with special needs; provides substantial input into the development of objectives, policies, and long range work priorities for the program unit to which assigned; provides broad levels of advice to managers in virtually all aspects of the program and activities related to it; provides authoritative leadership and guidance for important special projects that have a significant bearing on the direction and operation of the organizational unit. These projects may require a significant level of integration with the objectives and functions of other organizational units as well as high levels of demonstrated programmatic expertise. Responsible for research and development of new and revised regulations, program guidelines, and strategies for achieving overall objectives including such areas as: grant review, and on-site monitoring. Handles the most complex features of the operational aspects of the program, providing coordination and leadership where necessary to the other members of the staff and/or representatives from other organizations. Advises managers on important aspects of program operations and interprets program requirements, criteria, rules and regulations to assist in resolving controversies and/or settling issues with the potential for significant policy impact. Initiates, plans and provides leadership for national, state and local meetings, seminars and conferences for the purpose of providing training to professional specialists on major program activities. Holds roundtable discussions with staff and program officials to obtain their cooperation and input on controversial issues raised by program heads. Elicits and compiles viewpoints and alternatives that afford the Assistant Secretary the benefit of diverse points of view and options.
