About the Position:

Incumbent of this position serves as a General Attorney for US Army Corps of Engineers, Japan Engineer District.  The incumbent acts as legal advisor and consultant to the District Counsel, District Engineer, and other staff members advising on questions of law or administrative policy involving District operations and its contacts with industry, private and professional associations, foreign government and the public. Incumbent advises on all stages of procurement process from review of advance procurement plans to contract completion, final payment and settlement of any claims and appeals.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the considerations of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Duties

  • Serves as Assistant District Counsel, U.S. Army Engineer District, Japan
  • Responsible for rendering legal advice and assistance to the District Commander and his staff on legal matters incident to the planning for and accomplishment of all major military design and construction programs, including the Host Nation Program, in the District
  • Provides training required by the Joint Ethics Regulation is provided to District Personnel, solicits and reviews Confidential Statements of Financial Interest
  • Acts as agency representative with regard to grievances and EEO complaints filed with USACARA and the Equal Employment Opportunity Commission
  • Advises the District Commander and staff on legal and labor issues involving foreign national indirect hire employees under the Master Labor Contract
  • Exercises staff surveillance at all stages of the procurement process, from review of advance procurement plans to contract completion, final payment and settlement or other final disposition of any claims and appeals
  • Demonstrate detailed and specialized knowledge of host nation matters as they affect U.S. military operations and business processes, including the treaties and agreements that affect the U.S. military presence in Japan, the impact of international agreements on the award and administration of U.S. contracts in Japan, and U.S. obligations concerning real property facilities held by the U.S. pursuant to such agreements
