WHAT IS THE LARGE/MID SIZED BUSINESS (LMSB) OPERATING DIVISION?
The Large and Mid Sized Business (LMSB) operating division is responsible for administering the tax examinations of the largest corporations in America. You may work on teams or individually, coordinating examinations of multinational and national corporations, and other complex entities. You will be supported by a variety of specialists to assist in addressing numerous complex tax issues as you deal with corporations on the most complex issues. These often include tax shelters, mergers and acquisitions, global operations, transfer pricing and others. You will work closely with your customers, often dealing with the senior levels of corporate tax departments and/or their representatives. You will be challenged every day, both in your research, development of issues and in communications with taxpayers.
General Engineers are challenged every day. They research and apply
engineering and valuation principles to complex tax issues, often
dealing with the largest corporations in America. Engineers must be
able to effectively communicate their results to taxpayers both
orally and in writing.
General engineers address issues such as:
-Allocation of purchase price or basis for land, buildings, machinery
and intangibles.
-Determination of allowable depreciation, manufacturing deduction,
research and experimental credits, energy credits, and
rehabilitation credits, as well as industry-specific capital vs.
expense issues.
-Determination of gains and losses arising from sales, exchanges,
abandonment, or casualties.
-Determination of economic viability, placed in service dates, and
other technical issues, including those in tax shelters and complex
international transactions.
-Valuation of stock and closely held businesses.
-Valuation of intangibles such as goodwill, going concern,
intellectual property, patents, assembled workforce, trade names,
franchises, etc.

Major Duties:
As a General Engineer in the Large and Mid-Size Business Division
(LMSB), you will:
-Serve as an important specialist with the tax examination program.
-Review and investigate engineering features of assigned tax cases.
-Conduct examinations of tax returns of organizations where each case
contains a number of difficult and complex valuation, legal, and tax
issues.
-Conduct field investigations of real and personal property and of
documentary and accounting records of organizations having several
operating subdivisions.
-Estimate values of real and personal property, utilizing generally
accepted appraisal principles, including market data, income, and
cost approaches to valuation.
-Receive training on tax law issues.
-Individually, or as a team member, conduct examinations and related investigations of complex tax returns filed by large businesses, corporations, and organizations, which may include those with extensive subsidiaries, diversified activities, multiple partners, and national or international scope and operations.
-Conduct an integrated analysis of intricate and complex accounting systems, business activities, and financing.
-Interact with taxpayers, tax attorneys, enrolled agents, certified public accountants and other practitioners in conducting day to day operations.
Qualifications:
BASIC REQUIREMENTS FOR ALL GRADE LEVELS: To be minimally
qualified, you must meet A or B, and C below.
A. Applicants must have a degree in professional engineering. To
be acceptable, the curriculum must: (1) be in a school of engineering
with at least one curriculum accredited by the Accreditation Board
for Engineering and Technology (ABET) as a professional engineering
curriculum; or (2) include differential and integral calculus and
courses (more advanced than first-year physics and chemistry) in
five of the following seven areas of engineering science or physics:
(a) statics dynamics; (b) strength of materials (stress-strain
relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;
(e) electrical fields and circuits; (f) nature and properties of
materials (relating particle and aggregate structure to properties);
and (g) any other comparable area of fundamental engineering science
or physics, such as optics, heat transfer, soil mechanics, or
electronics.
OR
B. Combination of education and experience - college level
education and training, and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical
sciences underlying professional engineering; and (2) a good
understanding, both theoretical and practical, of the engineering
sciences and techniques and their applications of one of the
branches of engineering. The adequacy of such background must
be demonstrated by one of the following:
1. Professional registration, as an engineer by any state, the
District of Columbia, Guam or Puerto Rico.
2. Evidence of having successfully passed the Engineering Training
examination.
3. At least 60 semester hours of specified engineering courses as
outlined above and/or related curriculum;
AND
C. One year of specialized experience equivalent to the GS-12 level
in the Federal service. SPECIALIZED EXPERIENCE is defined as
non-routine engineering work that required and was characterized
by (1) professional knowledge of engineering; (2) professional
ability to apply such knowledge to engineering problems; and
(3) positive and continuing development of professional knowledge
and ability. In addition, it must have provided experience using standard analytical techniques, procedures to obtain appropriate technical and/or valuation findings. Also, experience should include use of effective communications skills to prepare oral and written technical/valuation findings. You must meet the basic requirements and have one year of specialized experience equivalent to the GS-12 level in the Federal Government. Specialized experience is defined as progressively responsible and diversified professional accounting or auditing work that required: knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; skill in interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; knowledge of corporate financial transactions and financial management principles and practices; and, skill in interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions.Submit a copy of your transcripts or a list of the courses showing title, number of credits, grade, and date of completion. How You Will Be Evaluated:
1.Your application will be rated based on education, training, and quality of your experience. Fax Documents:
1. Click the Fax link under "Action" for each
document to be faxed.
2. Click "Generate Coversheet" and print the
coversheet.
3. Fax each set (cover sheet and document named
in the cover sheet) to the fax number listed on
the cover sheet. You must dial the fax number
each time a different set is faxed.
If you fax from an IRS-owned fax machine, you
must obtain an outside line before dialing the
fax number on the cover sheet.
Download documents from USAJOBS:
1. Click the USAJOBS link under Action for each
document to be downloaded.
2. Select any required document you have stored
in "My Portfolio" of your USAJOBS account.
After your documents have been submitted, review
your complete application for confirmation of the
documents and click "Finished" to return to USAJOBS.
