The position is in the Office of Capital Project Management, under the Associate Administrator for Program Management (TPM). The Office provides engineering and project management support, business advice and technical guidance to senior leadership and regional personnel in the implementation of major transit capital projects funded by the Federal Transit Administration (FTA). Drawing on broad experiences in design, management and construction of capital projects, the incumbent provides knowledge, expertise and judgment concerning the oversight of design, construction, management and safety of transit projects and programs. Primary areas of concern are project engineering, project management, project safety, construction management, project oversight and providing technical direction to Project Management Oversight Contractor (PMOCs).

You will work under the guidance of the Director of Engineering in performing the duties and responsibilities listed below. Task assignments for this position shall be of high level of complexity and shall require little to no supervision by Division chief.
The ideal candidate for this position is a senior level professional with strong analytical engineering skills to evaluate transit industry issues.

As a General Engineer, you will:
Provide engineering, technical and program management expert advice to the Office Director, Division Chief and other staff as required on capital projects development, construction grant agreements and technical studies in order to assure that the proposed projects and designs are feasible and technically sound. Capital projects may include stations, rail or bus vehicles, systems, facilities and other transit system components. Use judgment and knowledge to detect and subsequently assist in the resolution of project problems by developing an appropriate response.
Provide oversight on transit projects, including developing task orders for products to be delivered by PMOCs, working with PMOCs, FTA regional staff, and grantees to conduct project management oversight workshops (e.g. cost, scope, schedule and risk), assessing PMOC deliverables, and providing recommendations to senior management for grantees readiness for next phase of project development, and ensuring that the grantees follow their approved plans.
Coordinate with the applicable regional office, FTA Office of Safety and other offices where necessary to provide direction on safety reviews and to ensure compliance of safety requirements on all transit projects.
Prepare and review comprehensive reports, detailed evaluations, summaries of project results/outcomes, technical findings.
Occasional travel - Some travel is required.
