The Health Science Specialist will be working at the VA Salt Lake City Health Care System, Salt Lake City, Utah. The employee will serve as the Research Site Coordinator in support of the local site investigator(s) conducting the research protocol for Cooperative Studies Program (CSP).

NOTE: This is a TERM appointment. Term appointments are non-status, nonpermanent appointments of limited duration (not-to-exceed 13 Months). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Duties include, but are not limited to the following:
- Prepares and submits regulatory documents for human subject research projects.
- Conducts ongoing intra- and inter-rater reliability testing of all project instruments to maintain a high level of data integrity for pre-protocol assessments.
- Utilizes and maintains an electronic record management system for each project to record all applicable recruitment, procedure, and interview data.
- Provides ongoing monitoring of research projects and adheres to all applicable deadlines for submissions including adverse event reporting, annual reports and other reports required to maintain compliance.
- Completes all aspects of the screening and recruitment process as stipulated in the project protocol and ensures that all patients/subjects included in the project meet all inclusion and no exclusion criteria.
- Obtains appropriate documentation of informed consent before engaging in research-related activities with patients or family members; assures that informed consent and HIPAA forms have been properly signed and witnessed; assures that participants confidentiality and rights as a human research subject are protected.
- Compiles and produces education and training materials; determines the contents needed for training binders for each project.
- Performs other duties assigned as it relates to the position.

ENGLISH LANGUAGE PROFICIENCY:

Degree: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
MINIMUM QUALIFICATIONS: In addition to meeting the above requirements, you must also meet one of the following minimum requirements.
One (1) year of specialized experience equivalent to the next lower graded level in Federal Service. Specialized experience includes managing and overseeing many aspects of on-site study protocol, responsible for obtaining and reporting adverse medical and mental health adverse effects; conducting literature searches as for the research project; contributing ideas and suggestions through all phases of the research; and ensuring good clinical practices to achieve optimal research outcomes; recruiting and screening potential participants to ensure they meet the study's eligibility requirements, and ensure patients receive the necessary information regarding research procedures and treatments.
Possess a Master's or equivalent graduate degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the position. You MUST provide a copy of your transcripts with your application package.
COMBINATION OF SPECIALIZED EXPERIENCE AND GRADUATE EDUCATION:
An equivalent combination of creditable experience and education as described above to meet the requirements for this position at the next lower grade level. Note: Only graduate level education in excess of 1 year may be combined with experience. You MUST provide a copy of your transcripts with your application package.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending; carrying light items such as research records, instructional material, books, and manuals. Manual dexterity and a large degree of mental concentration are required. No special physical demands are required to perform the work.
The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and other administrative settings; as well as clinical areas of the medical center. The work area is adequately lighted, heated, and ventilated. Normal safety precautions are required.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
