Applicant will be referred weekly until the position is filled.
The incumbent serves as a technical authority concerning the implementation and operation of the HR automated systems and applications. The employee applies functional knowledge of civilian human resources operations, processes, policies, and procedures in order to manage HR systems and software. The incumbent participates in the development and review of the HR Service information systems, VACO and/or VISN reports, as well as the Medical Center memorandums. The position is located in the Human Resources Management Service at the Mann-Grandstaff VA Medical Center in Spokane, Washington.
*Analyzes and interprets system requirements; proposes updates or new procedures that may impact on HR operations, processes, and procedures, and recommends corrective actions to refine or improve HR tools, procedures and technology to HR staff or the supervisor.
*Identifies and provides automated solutions for data inconsistency errors on personnel actions and in personnel records.
*Maintains the HR database that consolidates information from unique HR automation systems.
*Creates standard and/or custom statistical /data extractions for inclusion in HR reports or studies.
*Identifies and recommends new automated tools to accomplish existing missions; trains, publicizes, and deploys new hardware and HR software.
*Provides technical advice and guidance to HR staff and local management officials on HR automation requirements and systems capabilities.
*Provides advice and guidance to users regarding the operation and continual maintenance of the various hardware, software, network communications, and applications used in the HR environment
*Supports management goals by developing, designing and/maintaining locally developed files and system applications.
*Plans, initiates, and/or conducts local program surveys, studies, or etc. order to identify, advise on, and resolve bottlenecks.
*Collects, tracks, and analyzes information obtained from course participants in order to measure the success of the course.

Physical Requirements: The work of the position is sedentary. The work requires uses of a desktop or labtop computer and carrying of light items, less than 15 pounds, such as paper, reference books and binders.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
