Serves as a staff and technical advisor to management in the administration and operation of the regional labor and employee relations programs for the Western Pacific Region. Incumbent is responsible for the full range of labor relations activity. The incumbent writes a wide variety of correspondence and other documents necessary in labor relations programs. Duties include, but are not limited to: serves as a technical authority and provides guidance and assistance to managers and supervisors in union/management relations, grievances, and disciplinary and adverse actions; recommends appropriate actions and alternatives; provides guidance and assistance to all levels of regional and facility managers, supervisors and employees on all matters arising within these program areas; provides assistance and guidance in administering union contracts and interpreting provisions of the Federal Labor Management Relations Statute; facilitates informal resolution of grievances and ULP's; and represents the agency in arbitration hearings and other third party hearings.
This position may be filled at the G, H or I band. The G and H pay bands are considered developmental and require less responsibility and more supervision. The I band is considered the full journeyman level. Identification of promotion in the vacancy announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting training, qualification requirements, and recommendation by the supervisor.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.
