About the Agency

This position is located in the U.S. Department of Education, Office of Postsecondary Education (OPE), Higher Education Programs, Student Services. It is established to analyze and advise management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of management, or both.

Duties

The incumbent will serve as a subject matter expert and program manager for a portfolio of grants administered under Title IV Federal TRIO Programs or Gaining Early Awareness and Readiness Programs. Coordinates all aspects of the grant administrative process for assigned grants which includes formulating budgets and assisting in the implementation of the approved project. Responsible for full participation in grant competitions, including field readings, accepting and prescreening applications, recruiting field readers, assigning panels, conducting orientation and monitoring panel readings, and monitoring grant performance. Develops application clearance packages for approval by ED official and OMB; technical review plans used to conduct program competitions, ensuring important components of the process are fully developed and adequately addressed; and slates of recommended applicants Obligates grant awards. Provides advice on program management procedures and develops new methods relating to program management, monitoring, and technical assistance; handles complex features of the operational aspects of the grant programs, providing coordination and leadership where necessary to members of the staff and/or representatives from other organizations. Provides technical and policy assistance to grantees. Advises grantees and potential applicants on regulatory and sub-regulatory guidance including the Higher Education Act of 1965, as amended, Education Department General Administrative Regulations, Office of Management, and Budget Circulars, Code of Federal Regulations, and statute requirements for submitting grant applications and program proposals. Provides assistance to internal and external customers with G5, Annual Performance Report System, and discretionary formula databases and other automated grants management and monitoring systems. Establishes monitoring criteria and monitoring plans to ensure the educational effectiveness and progress of projects, and to determine compliance with Department rules and regulations, with grant/contract terms and agreements, and with proposal objectives, conducts on-site monitoring of grantees to ensure compliance with program policy. Participates in workshops and outreach events designed to acquaint potential grantees with the Department's goals and objectives for assigned programs. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
