About the Agency

This position is located in the Federal Highway Administration (FHWA) Program Management Improvement (PMI) Team. The purpose of this position is to provide program analysis support and knowledge in the areas of data analysis, internal control, risk management, and organizational performance to the Office of the Director of Field Services’ PMI Team. The incumbent is a member of a national, virtual team, and works under the direction of the Team Leader of the PMI Team. This position provides support through key business practices such as technical assistance, technology deployment and interagency coordination in support of the PMI Team customers that include FHWA Headquarters, Division Offices, and State Departments of Transportation.

The ideal candidate for this position is proficient in coordinating and implementing risk, program review, performance improvement processes, development and implementation of strategic initiatives and/or conducting special projects and program coordination activities, which cover a wide range of management and program issues

The ideal candidate must also possess experience with database analysis, statistics, and the use of data systems to conduct organizational analysis and measures; and must have strong organizational skills and experience establishing and maintaining effective and cooperative working relationships in a team environment. In addition, experience communicating effectively, both orally and in writing, in face-to-face and virtual environments.

NOTE: Part time 20 – 32 hours – Permanent

The part time hours to be worked per week will be determined in discussion with the selectee upon selection.

Salary Information: The salary range listed above includes the Atlanta locality pay of 20.70%, and reflects the 2017 salary range for a full-time position. Since this is a Part Time position, the salary will be pro-rated based upon the actual number of hours worked.


As a Management and Program Analyst (PMIT), you will:

  • Provide technical expertise to include employment of information gathering techniques, statistics, process mapping, data base management, and effective data presentation technology.
  • Gather performance data and conduct analyses that result in improved quality and performance of the PMI Team, FHWA Division Offices and/or FHWA internal operations.
  • Establish and help monitor service standards and ensures that strategic planning activities are integrated with the FHWA strategic plans.
  • Conduct in-depth studies of the physical, financial, and human resources through data collection and analysis, management consulting, and liaison with other agency experts.
  • Assist with organizational excellence to customers in the transportation community through implementation of management systems and standards such as IS0 31000, COSO (Committee of Sponsoring Organizations) Enterprise Risk Management, PMBOK (Project Management Risk Management Methodology), and A-123. Provides internal and external consulting services and assistance.
