About the Agency

The Grievance Staff is located in the Bureau of Human Resources and is responsible for the administrative oversight of all Foreign Service and most Civil Service grievances initiated by U.S. Department of State employees through the formal grievance processes.


The incumbent serves as Office Director of the Grievance Staff and is responsible for implementing and administering the grievance program for the Department through subordinate staff, as appropriate. S/he serves as the principal adviser to the Deputy Assistant Secretary on the development and delivery of grievance services. The incumbent manages the Department’s grievance program and formulates policy to improve the grievance program. S/he makes programmatic and policy recommendations to the Director General of the Foreign Service and Director of Human Resources, and provides advice and services to client bureaus and other principal officers of the Department. The incumbent also provides significant legal and policy support to the Office of the Legal Adviser (L), and collaborates with L and the Department of Justice on appeals from the Foreign Service Grievance Board decisions to Federal court.
