Major Duties: Serves as an expert in applying one or more of the following ORSA techniques: level of repair analysis, supply support optimization analysis, analyzing system design to operational readiness requirements, payload optimization, error analysis, network analysis, artificial intelligence programming, resource allocation modeling, software resource modeling, warranty cost effectiveness analysis, statistical sampling analysis or development of measures of effectiveness. Identifies and initiates action on impending problems or required areas of analysis by creating task objectives, defining alternatives, constraints and assumptions; developing, modifying and applying required methodologies, techniques and tools; establishing required contacts and work relationships; evaluating data; and preparing documentation/presentations. Presents and defends methodologies, recommendations, and conclusions to senior management. Attends conferences. Prepares reports and authors/co-authors publications.

BASIC REQUIREMENTS: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. EVALUATION OF EDUCATION: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniquies of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. SPECIALIZED EXPERIENCE: In addition to basic requirements, applicants must also show in their resume that they possess one year of specialized experience equivalent to the next lower grade in the Federal Service. Specialized experience is experience which is in or related to the duties of the position to include: (1) Experience utilizing advanced techniques, modifications and extensions of theories, and precepts and practices of operations research and related sciences and disciplines. (2) Knowledge of a full range of cost economic analyses techniques.
Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.
Must have 52 weeks of Federal service at the next lower grade (or equivalent).

This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level 3 in Acquisition Career Field Business, Cost Estimating and Financial Management within 24 months of entrance on duty.
