    Summary

    This position is located in the Training Management Division (TMD), Office of Antiterrorism Assistance (ATA), Training Directorate (T), Bureau of Diplomatic Security (DS). The incumbent provides program continuity and advises ATA's Director, Deputy Director, TMD chief, branch chiefs and senior bureau of Counterterrorism (CT) management/staff on administrative and management issues concerning ATA programing and training.

    This position is eligible for situational telework; additional criteria will be required (e.g., supervisory approval).

    Responsibilities

    -Provides strategic level program advice to senior officials and program managers, coordinates the research, analysis, information and preparation of reports for presentation to Congress or other authorized entities requesting information about the ATA programs.

    -Provides expert advice and guidance on planning, scheduling, budget estimates and resource allocation. Monitors financial issues to include program expenditure rates, cost identification and allocation. Maintains internal controls of financial and administrative management. Serves as a Government Technical Monitor (GTM) and/or Contracting Officer's Representative (COR).

    -Coordinates the ATA training schedule, a uniform system of collecting, posting and routinely validating training activity plans for the three divisions of ATA currently via SharePoint.

    -Maintains historical data under the Department’s records management findings; ensures records are available and effectively uses data to produce reports and answer Congressional inquiries. Works with CT planners to develop evaluation statements of work in compliance with State Department policies.
