    This position is located in the Bureau of Educational and Cultural Affairs (ECA), Office of Private Sector Exchange, Office of Private Sector Exchange Designation (ECA/EC/PS), Department of State (DoS). The incumbent performs a broad range of assignments including policy formulation, definition of goals, designing alternative approaches to the accomplishment of goals and assisting in developing, monitoring and administering Exchange Visitor Programs.

    This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

    Serves as an advisor on the implementation and evaluation of ECA programs and management services essential to its direction and operation. Provides staff guidance, policy development and assistance in administering oversight of management issues. Assists in the establishment and maintenance of Exchange Visitor programs.

    Plans, coordinates and leads/conducts major analyses and studies that involve multiple ECA and departmental organizations, to determine the effectiveness, efficiency, and performance levels of the Exchange Visitor programs and/or establish new procedures and processes to improve use of resources and/or quality of services. Advises program sponsors of new/different approaches to ECA processess.

    Reviews and analyzes legislation and Department of State policies and regulations to determine the potential impact on Exchange Visitor programs. Recommends the optimum strategy to ensure programs and activities comply with new guides. Prepares necessary guidance, clarification and recommends/ drafts policies, regulations, guidance and/or standards based on reviews. Performs long range planning and analysis for Exchange Visitor Programs.

    May represent the office and Exchange Visitor program in meetings and conferences. Explains processes and policies; resolves problems; identifies new opportunities to form strategic partnerships with current and prospective new sponsors.
