    This position is located in the Office of Community Planning and Development (CPD), Division of Technical Assistance of the Office of Technical Assistance and Management. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. The Technical Assistance Division is responsible for administering the Community Compass Program, which assists HUD grantees and other HUD customers to effectively manage their HUD programs and resources through technical assistance (TA) and capacity building activities. Technical assistance funds are primarily competed, awarded and managed through cooperative agreements (grants) run by the Technical Assistance Division. Even though the Division is located in CPD, the Division coordinates TA activities across HUD, including on behalf of the Offices of Public and Indian Housing, Housing, Fair Housing and Equal Opportunity, and Policy Development and Research.

    As a Program Analyst (GTR) you will:

    • Analyze management information systems to develop data reports and generate systems specifications, tools for improved data gathering and analytical techniques.
    • Conduct detailed analyses (qualitative and quantitative) of complex work processes and make recommendations for improvement in the effectiveness and efficiency of operations for the Departmental Technical Assistance (TA) Program called Community Compass.
    • Identify issues regarding HUD grantees' performance and technical assistance awardees’ activities and then develop and prepare solutions for the Cooperative Agreement Officer's consideration. Serve as the Government Technical Representative on contracts or cooperative agreements.
    • Be responsible for managing a portfolio of technical assistance cooperative agreements (grants).
    • Develop policies and procedures for the various programs administered by the Technical Assistance Division, providing technical assistance, training and coordination to potential applicants, grantees, technical assistance providers, HUD Headquarters and Field Office staff, and other Federal and local government staff.
