    Summary

    One (1) vacancy to be filled at any of the following locations: Atlanta, GA; Topeka, KS; or Washington DC. The salary range indicated in this announcement will be adjusted to include locality payment for the selected duty location.
    This position is established to support Member Services (MS) in the analysis, design, development, implementation, and management of the transportation service; and to support the implementation of a coordinated transportation service for remote and immobile Veterans.

    Responsibilities

    • Develops program design and concept of operations for the Veterans Transportation Program (VTP) program that identifies all major program elements that will additionally identify methods for implementing program elements.
    • Coordinates with Member Services Policy and General Counsel to identify and resolve any regulatory or legislative issues that may adversely affect implementation of the program.
    • Develops long range plans, goals, objectives, and milestones of the program, and develops criteria for evaluating the effectiveness of the program.
    • Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishment of principle program goals and objectives.
    • Develops new ways to resolve major administrative problems and plans the most significant administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments.
    • Study reports contain findings and recommendations of major significance to top Department management and often serve as the basis for new VTP systems, legislation, regulations or programs that may have an impact on the Veterans Transportation Program (VTP) program.
    • Coordinates with Member Services Policy and General Counsel to identify and resolve any regulatory or legislative issues that may adversely affect implementation of the program.
    • Collaborates with other managers within VHA to negotiate, decide, or coordinate work-related changes affecting their respective offices.
    • Develops high-level and detailed plans for the implementation phase of Veterans Transportation Program (VTP) projects and initiatives.
    • Performs thorough analysis of geographic, demographic and Veteran population analysis.
    • Maintains oversight for national management implementation of the Veterans Transportation Program (VTP) program.
    • Lead identification and preparation of field pilot sites for any projects or initiatives associated with the Veterans Transportation Program (VTP) program and define pilot period, entrance criteria, and success criteria.

    Work Schedule: Tour will be established Monday - Friday between the hours of 7:00 a.m.- 7:00 p.m.
