This position is located at our Fort Detrick CBOC, Frederick, MD and is within the Nursing Service of our Martinsburg VA Medical Center. The VA Medical Center is located in the heart of West Virginia's Eastern Panhandle on 175 acres in historic Berkeley County. The Medical Center offers a comprehensive range of services, including inpatient medicine, surgery, mental health, a 178 bed long term care facility, and a 312 bed Domiciliary. Outpatient services include Primary Care, Mental Health, Ambulatory Surgery and clinics for rehabilitation, women's health, audiology and speech, prosthetics, and dental. Patient Care is provided through an integrated primary care concept, and each veteran is assigned to a team of health care providers who follow the patient's care both as an inpatient and an outpatient. The Medical Center has a service area of nearly 130,000 veterans in West Virginia, Maryland, Virginia, and Pennsylvania.

The Medical Center operates seven Outpatient Clinics in Cumberland, Hagerstown and Frederick, Maryland, Stephens City and Harrisonburg, Virginia and Franklin and Petersburg, West Virginia. Primary Care and Mental Health care are provided at the CBOCs.
The Community Based Outpatient Clinic (CBOC) Manager reports directly to the Chief of Primary Care. Incumbent is responsible and accountable for their assigned CBOC under the direction of the Chief of Primary Care. This role includes direct supervision of all position assigned to the CBOC. Incumbent will provide day-to-day clinical operations oversight to the following: registered nurses, licensed practical nurse, health technicians, tele-health technicians, pharmacists, social workers, psychologists, physical/occupational therapists, and substance abuse counselors. The incumbent is also responsible for resource utilization, patient flow, PACT implementation, performance improvement activities, competency review, staff education and training, and staff/program evaluations. Incumbent is responsible for all issues that affect nursing, health technicians, tele-health technicians and medical support assistants, including direct supervision, standards of practice, time and attendance, credentialing, training, functional statements, position descriptions, timely proficiencies/mid-year and annual evaluations, and ensures compliance with all policies, procedures and protocols. The CBOC Manager collaborates with Clinical Service Chiefs to address performance of specialty care staff members and will provide input into annual performance evaluations.
Incumbent allocates available resources to promote efficient, effective, and customer-focused care. Incumbent serves as a role model and coaches/supports staff in critical thinking regarding professional practice. The CBOC Manager facilitates an environment of interdisciplinary collaboration and collegial relationships. Incumbent has a responsibility to ensure an environment that is conducive to the recruitment and retention of highly competent staff. She/he directs practice according to established MCM, policies, standards of care, and standards of practice. Also ensures that practice and operations are compliant with all applicable local,
VHA and VISN directives, policies, and regulations.
The incumbent will participate in community outreach activities as needed and will travel to the Martinsburg VA Medical Center on an as needed basis for education, training and meetings.
The administrative duties include oversight of administrative and clinical aspects of the CBOCs' daily operations. The CBOC Manager will make appropriate recommendations and evaluate the effectiveness of CBOC operations and will take an active role in resolving daily issues relevant to clinic operations, including staffing, IT, scheduling, and personnel issues.
The CBOC Manager will conduct Environment of Care (EOC) rounds and address identified deficiencies in conjunction with the Primary Care Business Manager/Chief of Primary Care.
The CBOC Manager will participate in Medical Center leadership briefings via V-Tel (and in person when needed). Incumbent will share information with CBOC staff as appropriate. Incumbent will conduct CBOC staff meetings monthly and document minutes for each meeting.
Incumbent is responsible for customer service initiatives within the CBOC, including TruthPoint, SHEP, and patient advocate duties. CBOC Manager will address patient issues and concerns, including PATS reports and will complete the first response for Congressional inquiries. Incumbent will also provide documentation as requested for "Heads Up" reports, Extra Views, etc…
CBOC Manager will collaborate with the Chief of Primary Care, Primary Care Business Manager and Clinical Service Chief (when needed) to develop/revise standard operating procedures for the CBOCs.
CBOC Manager will collaborate with the Chief of Primary Care, Primary Care Business Manager and Clinical Service Chiefs (when needed) to request new and vice positions.
Other duties include establishing and revising work schedules and/or sequence of operations to ensure even workflow, distribution of work, correct propriety, and timely/accurate completion of patient encounters. The CBOC Manager reviews provider clinics for appropriateness of clinic cancelations and coordinates changes in providers' schedules and corrections with the Chief of Primary Care and Primary Care Business Manager.
