Organizational Location: This announcement will be used to fill U. S. Immigration and Customs Enforcement Criminal Investigator, GS-1811-14 supervisory and non-supervisory positions located throughout the world (domestic or foreign). Applicants must choose between working in a DOMESTIC or FOREIGN location (or both) but, if selected, must be willing to work at any site and/or Office within that area of responsibility. You will be given the opportunity to indicate offices of preference.

Expiring Scores: SA14 promotional assessment scores for 2014 will expire.

Selections under this announcement may be made for both permanent promotions and temporary promotions that exceed 120 days; temporary promotions may be made permanent without any further competition. This list will remain in use for one year.

This announcement will not be used to fill HSI RAC, Assistant Attaché and Section Chief positions. To fill HSI RAC, Assistant Attaché and Section Chief Positions, Lateral Reassignment Announcements will be advertised to current Criminal Investigators, (Permanent) GS-1811-14 as the positions become available. The salary range listed is the base salary rate; locality pay is not included in this figure.

Security Clearance: Based on the positions, security clearance level of top secret or higher may be required.

This is a non-bargaining unit position.

Time-in-Grade requirements (52 weeks) and specialized experience (52 weeks) must be met by the cut-off date for referral which is September 15, 2018.

Duties

You will manage, direct, develop, and/or conduct training on investigations or programs within the jurisdiction of U. S. Immigration and Customs Enforcement.

Referral and Selection Process: There is a test requirement for this position. Applicants who meet the basic eligibility and qualification requirements, pass the multiple-choice assessment tests, and complete the structured interview examination may be referred for selection consideration in accordance with the terms of the agency merit promotion plan. In order to pass the multiple-choice assessment test, applicants must achieve a passing score on the Job Knowledge portion of the assessment test. For those that pass this portion, the Job Knowledge Test score is combined with scores on the other multiple-choice assessment tests to create a total multiple-choice score. Applicants that have a passing total score are required to complete the structured interview. The multiple-choice assessment tests will be administered by computer at computer-based testing facilities. Applicants will be rated on scores from their multiple-choice assessment tests and structured interview examination. The multiple choice assessments scores will be combined with the structured interview examination score to form the final assessment score.

Candidates who applied to the promotion opportunity bulletin during any previous open period must apply to this announcement and attach a resume again to be placed on next year’s promotion list, even if their current scores are not expiring and they do not plan to retake any assessments. This is an annual requirement. Candidates who do not apply to this announcement each year cannot be placed on the following year’s promotion selection list even if they have unexpired promotion assessment scores.

Category Rating Method will be used for this announcement. The Cut-Off Score for Best Qualified Category will be 85. Criminal Investigators, (Permanent) GS-1811-14, applying for reassignment will not be tested, but they must still apply to this announcement to be considered for non-competitive reassignment to the Program Manager and Group Supervisor positions.
