This position is located in the Department of Labor, Office of Management Support Services (MSS), Office of the Executive Secretariat, Office of the Secretary and serves as the Deputy Director of MSS. As Deputy Director, the incumbent provides the full range of administrative and logistic support services to the Office of the Secretary and supports the Director regarding personnel, procurement, finance, travel, space, telecommunications, and support services to the Director.

This position has no promotion potential.

This position is outside the bargaining unit.

Relocation expenses will not be paid.

Duties

Serves as one of the Contracting Officer's Representative (COR) in the Office of the Secretary (OSEC) and manages the use of the Acquisition Management System for OSEC. Handles all procurement and contracting initiatives and actions within OSEC.

In the absence of the Director, the incumbent is responsible for providing consultation and problem solving for a variety of sensitive and potentially controversial administrative matters.

Manages the accounting and billing of the Secretary's Representational Fund and any other special account required by the Executive Offices. In this capacity, the incumbent manages/oversees all of the accounting entries made to the general ledger accounts. Develops new and novel approaches and procedures to resolve ineffective/inefficient operations.

Develops accounting procedures for recording and controlling accounting payables, accounts receivables, travel billing collections and special Secretary's receivables. The procedures are developed to accommodate the frequently changing accounting and reporting requirements such as the requirements to submit regulate and/or special reports.

Reviews the biweekly timesheets for OSEC for accuracy and ensures the timesheets are processed and certified within the set time frame. In some instances, will certify timesheets for supervisors during their absence.

Coordinates the organization and scheduling of the Secretary's special events. In this capacity, the incumbent plans and arranges for a variety of meetings and conferences hosted by the Executive offices. As the meeting planner/coordinator for on and off'-site events, the incumbent is responsible for negotiating for potential meeting facilities on price and all other matters related to the particulate meeting/conference that will ensure a successful event.

The incumbent works with the Director to employ special projects specific to the enhancement of the OSEC. In this capacity the incumbent coordinates special pilot projects based on new private/public sector initiatives and trends.
