About the Agency

The incumbent will serve as supervisor over recruitment, staffing, position classification, position management, compensation, personnel processing, timekeeping and interfaces with our personnel/payroll provider on payroll and personnel processing operational issues. This position is located in the U.S. Department of Education, Office of Management, Office of Human Resources, HR Operations

Duties

The incumbent will supervise and provide authoritative advice and guidance to employees and managers on recruitment, staffing, hiring, classification and position management, compensation, personnel processing and timekeeping functions. The incumbent will exercise full technical responsibility for managing complex studies and projects including especially difficult management advisory services within and outside the department. Supervises a geographically–dispersed team of human resources specialists, assistants, and support staff, including federal and contractor staff, providing technical, advisory and consultative services. Develops the HR staff as advisors and generalists capable of providing timely support for a broad range of HR issues with a high degree of customer orientation. Works with top management to maximize the utility of customer service resources. Provides authoritative advice to the senior OHR officials and members of top management on employment and job evaluation issues, human resources reinvention and reengineering activities, and special projects and studies affecting agency HR practices. Determines program goals, develops plans and administers program responsibilities for serviced organizations jointly with higher management. Fosters an effective partnership with top management stressing the interdependence of OHR and management in providing outstanding customer service and high performance in direct accomplishment of Presidential initiatives and agency strategic plans and objectives. The incumbent will work collaboratively with other OHR managers to implement a new operating structure and will be responsible for development and implementation of improved business processes to maximize efficiency of operations. The incumbent will have a major role in establishing, implementing, evaluating and modifying the HC strategic plan, hiring reform, and change agenda and participating in activities on issues related to or with significant impact on the HR programs and policies. This may include serving as the office and/or department representative in inter-agency and intra-agency negotiations, discussions, working groups, and both formal and informal advisory forums to present, defend and negotiate positions as recognized representative of senior administrative management.
