    Summary

    This position serves as the Staff Director for Bridges and Structures Division, under the Office of Technical Oversight, Office of Railroad Safety, Federal Railroad Administration (FRA). The Railroad Bridges & Structures Staff provides specialized technical support on the FRA program for safety assurance and compliance for the Nation's railroad bridges and other track carrying structures such as tunnels, embankments, and retaining walls. The Railroad Bridges and Structures Staff is responsible for analyzing and overseeing the general state of repair of railroad bridges, other large structures which support railroad tracks and tunnels, and evaluating railroad programs for the maintenance and management of those structures and provides technical advice, guidance, and direction on long-range planning to ensure that the Nation's railroad bridges and other track carrying structures maintain their capacity to safely carry traffic without harming passengers or the environment.

    You will be located in the field, within the continental United States.

    The ideal candidate would possess technical working knowledge of FRA’s Bridge Worker Safety Standards and has experience leading teams or supervising personnel in specific projects and/or programs. The individual would also possess the ability to properly create and prepared presentations and documents and provide oral presentations to large and small groups of individuals.

    There is only one position, which can be filled in any one of the following duty locations advertised. The difference in the salary is determined by the locality pay in each location. Salaries for all areas are available on the OPM website at http://www.opm.gov/oca/17tables/

    This position is eligible for full-time telework, and the selectee must reside (or be willing to move at his/her own expense) within the geographic area(s) of the duty location(s) stated above. Supervisory Railroad Safety Specialists serving a probationary period will not be approved for full-time telework without the expressed authorization of the Director, Office of Technical Oversight. The duty location for a full-time teleworker is usually the residence or other approved telework site. The actual duty location will be subject to approval by the Director, Office of Technical Oversight. Salary will be adjusted based on the duty location.

    Responsibilities

    As a Supervisory Railroad Safety Specialist (Bridges/Structures), you will:

    • Be responsible for all aspects of planning, development, coordination, implementation, administration and direction of the Bridges and Structures Program within headquarters and the regions in support of FRA objectives, plans and missions.
    • Provide advice, guidance, and direction on long-range planning to ensure that the Nation's rail and connections maintain their capacity to safely carry traffic without harming passengers or the environment.
    • Maintain communications internally with the FRA staff as well as with staffs throughout the regional offices, and interacts with various representatives of the rail industry, unions, and a wide variety of other private and public groups to explain and advance the goals of FRA with respect to railroad safety.
