This position is located at the Office of Law Enforcement, in Honolulu, Hawaii.

Wildlife Inspectors of the U.S. Fish and Wildlife Service are the Nation's front-line defense against the illegal wildlife trade - a criminal enterprise that threatens species worldwide. These professional import-export control officers ensure that wildlife shipments comply with U.S. and international wildlife protection laws. Stationed at the Nation's major international airports, ocean ports, and border crossings, Wildlife Inspectors monitor an annual trade worth more than $1 billion. They stop illegal shipments, intercept smuggled wildlife and wildlife products, and help the United States fulfill its commitment to global wildlife conservation.

Wildlife Inspectors must understand and enforce a range of U.S. and international laws, regulations, and treaties that protect wildlife and limit commercial traffic in endangered animals and plants. They must be able to identify thousands of different species, both live and as parts or products. Inspectors clear legal imports and export, and stop shipments that violate the law. They make sure that wildlife imports and exports are accompanied by the required permits and licenses, and verify that the contents of shipments match the items listed on declaration forms. They pay special attention to live wildlife, checking to see that animals in transit are treated humanely.

LOCATION INFORMATION:
Honolulu is a designated port staffed by a Supervisory Wildlife Inspector and Wildlife Inspectors who are co-located with Special Agents and an Evidence Custodian in Honolulu. The inspectors are responsible for wildlife import/export functions at the following locations: Honolulu, Kona, and Hilo international airports, Hickam Air Force Base, the Honolulu international mail facility, the Honolulu Foreign Trade Zone, the Honolulu Harbor, and numerous commercial air cargo facilities. Wildlife Inspectors assigned to the Honolulu office work closely with federal and state counterparts, including U.S. Customs and Border Protection, U.S. Department of Agriculture, U.S. Public Health Service, U.S. Postal Service, and the Hawai'i State Department of Agriculture.

Major Duties:

The Office of Law Enforcement is responsible for protection of domestic and international fish and wildlife resources. The objective of the law enforcement program is to secure and maintain widespread voluntary compliance; and, where necessary, to identify, investigate, and seek civil or criminal prosecution of those violating Federal and State conservation laws and regulations, and international treaties. Wildlife Inspectors are charged with a vital role in the administration and enforcement of laws and are an integral part of the total law enforcement function of the Office. The incumbent is typically located at a Customs port or inspection station where the importation or exportation of wildlife is authorized, whether at ocean ports, airports, or inland/border ports of entry.

The incumbent:

1. Interacts with the public in stress-producing situations on a daily basis.

2. Inspects shipments of live wildlife, wildlife parts, and wildlife products (including live, potentially harmful, species) to verify that all documents are present and correct and to properly identify the genus and species of wildlife.

3. Seizes wildlife and wildlife products (including life, potentially harmful, species) and other evidence of import/export violations and prepares detailed reports for use by special agents and civil/criminal prosecutors.

4. Enters information obtained from USFWS Form 3-177, 'Declaration for Importation or Exportation of Fish and Wildlife' into the Law Enforcement Management Information System (LEMIS) via computer terminals.

At the GS-09 grade level, duties will be performed under closer supervision and training will be provided for progression towards the full performance level.

PHYSICAL DEMANDS:

The work involves considerable physical exertion involving a variety of activities which may include standing for long periods of time; walking or otherwise traveling, such as by driving, for extended periods from one inspection site to another; recurring crouching, stooping, reaching; crawling into shipping containers; lifting freight of typically less than 50 pounds without assistance; or otherwise shifting, lifting, or moving freight of greater weight, with assistance as needed. May climb ladders on vessels, aircraft, trucks, and railroad cars. The incumbent must undergo an annual medical examination as prescribed or directed.

WORK ENVIRONMENT:

 

Some work is performed in offices, but is primarily performed in various inspection sites such as inland border crossings, cargo facilities, baggage service terminals, international passenger terminals, truck terminals, aircraft, rail yards, mail/package transport facilities, and docks. Some periods of outdoor work may be required in adverse weather conditions. There may be the possibility of falling crates and cartons, the movement of lifting equipment, hostile passengers, or exposure to loud noise such as aircraft engines. The incumbent may be subject to wounds inflicted or diseases transmitted by live wildlife, venomous reptiles and insects, or to communicable diseases from primates, birds, or international passengers, Subject to potential exposure to hazardous chemicals used as preservatives and pesticides on hunting trophies and fur skins. The incumbent has available and must use a variety of protective clothing, safety equipment, and procedures to effectively minimize or eliminate the risk of exposure to chemicals and preservatives, diseases, or injury.

B.  I have successfully completed two full years (36 semester hours/54 quarter hours) of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree, or LL.B. or J.D. if related, in a field which provided with the particular knowledge, skills and abilities to successfully perform the duties of this position. C. I have an equivalent amount of experience and graduate education. The experience equipped me with the knowledge, skills and ability to successfully perform the duties of this position, and include assisting with conducting inspections and preliminary investigations pertaining to illegal import and export of wildlife; drafting summaries or reports on wildlife issues and of investigations conducted; auditing or reviewing records on import/export activities; responding to inquiries related to wildlife inspection work and procedures; acting as liaison with other agencies, tribes, and organizations. OR
B. I have successfully completed at least three full years of graduate education or a Ph.D. or equivalent doctoral degree or LL.M. if related, from an accredited college or university in a field which provided with the particular knowledge, skills and abilities to successfully perform the duties of this position. I have included my college transcripts or a list of my college courses with my written application. One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. Education (post-high school) must have been obtained in an accredited business or technical school, junior college, college or university. One full year of undergraduate study is defined as 30 semester hours or 45 quarter hours in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. One full year of graduate education is considered to be the number of credit hours which the school attended has determined represents one year of full-time study. If this number cannot be obtained from the school, 18 semester hours is considered as satisfying the 1 year of full-time study requirement.

CONDITIONS OF EMPLOYMENT:
Probationary Period: Appointment to this position may include a requirement for a one-year probationary period.
