THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION NOT TO EXCEED FIVE YEARS

The primary purpose of the AIRFIELD OPERATIONS OFFICER, GS-2152-12, is to organize, plan, coordinate, and direct airfield operations in support of the Airfield Manager. Employee schedules and directs work force at the airfield to include base operations, fuels, supply, and airfield services. Supervises thru one Lead Airfield Management Specialist and one Wage Supervisor. Incumbent has full and final technical authority over assigned functions and the Airfield Manager reviews work from an administrative standpoint.

  • Plans the work to be accomplished by subordinate civilian personnel; sets and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty, requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; approves leave; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed; and develops performance standards for the personnel in the Unit.
  • Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs. Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield, air traffic, and airspace requirements.
  • Plans, coordinates, and executes support requirements for transient missions at the airfield, to include joint service operations, special operations, and emergency deployment exercises and coordinates and provides support for visiting dignitaries arriving at the airfield. Responsible for the policing and maintenance of airfield grounds; is responsible for planning, coordinating, and directing airfield operations, and assists the airfield safety officer in conducting weekly inspections.
  • Employee maintains status on the availability of airfield equipment and facilities required in support of the mission to include buildings, grounds, and the assignment of office space, hangars, and parking ramps to tenant units and other DOD entities. Develops and manages emergency personnel and asset evacuation plans. Projects, manages and provides budget requirements to the Airfield Manager. In coordination with the Airfield Manager, employee develops, implements, manages, and annually reviews airfield-related plans and programs including the Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flightline Driving Training Program.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

  • State Issued Driver's License: AR 95-2 Ch 10 - airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis.
  • Control Tower Operator (CTO) or Air Traffic Control Specialist (ATCS) Certificate: required as minimum qualification for ATC positions; indicates applicant has completed initial ATC training and has demonstrated minimum skills/qualifications to perform ATC duties. Initial ATC training is conducted by DoD (technical skills training) or the FAA - it is not conducted in ARNG ATC facilities.
Security Clearance: at a minimum a National Agency Check is required prior to position assignment.

Qualifications

AIRFIELD OPERATIONS OFFICER, GS-2152-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).
