The Office of Clean Energy Demonstrations (OCED) was established in December 2021 as part of the Bipartisan Infrastructure Law to accelerate clean energy technologies from the lab to market and fill a critical innovation gap on the path to achieving our nation's climate goals of net zero emissions by 2050.

Duties

As a Accountant you may:

  • Provide expert technical guidance in the analysis and reconciliation of a wide variety of integrated accounts.
  • Work with selectees and recipients to evaluate and establish fringe and indirect cost/rate agreements that comply with 2 CFR Part 200 and/or Federal Acquisition Regulation (FAR).
  • Review recipient policies, procedures, practices and internal controls for compliance and adherence.
  • Review OCED operational and financial internal controls form compliance consistent with OMG Circular A-123 guidance.
  • Review recipient costs for allowability and allocability.

Qualifications

You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Performing a variety of accounting and financial systems assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports that may be ad hoc in nature to meet management needs and requirements.; AND
  • Identifying and analyzing emerging budgetary issues and recommending appropriate courses of action.; AND
  • Preparing statistical summaries including numerical tables and graphs.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR
GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Performing a variety of accounting and financial system assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports that may be ad hoc in nature to meet management needs and requirements.; AND
  • Addressing policy issues that have a major impact on the Department, contractors, community, or the public.; AND
  • Preparing statistical summaries including numerical tables and graphs used by senior management for periodic and ad hoc budget reviews and decisions.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy has a positive education requirement. Failure to provide copies of your college transcripts may result in a rating of "Ineligible". All grades for the 0510 series have a positive education requirement that must be met.

You MUST submit at least one of the following:

  • Certified Internal Auditor (CIA)

Position/Series Education Requirements is:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")

B.
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours (THIS MAY NOT INCLUDE BUSINESS LAW CREDITS), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A;AND
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
