Job Description (Please follow all instructions carefully)

Summary

This position is located in the Office of Budget, Office of the Chief Financial Officer, Department of the Chief Operating Officer. This is virtual opportunity can be performed from any duty station.

Pay will be determined based on the duty location of the position. Remote employees will receive the locality rate associated with the location of their remote worksite, typically the employee's place of residence.

Duties

As a Budget Analyst (Formulation) your duties will include but are not limited to:

Applying knowledge of the concepts, principles, practices, laws, and regulations of the federal budgeting processes to execute responsibilities for budget formulation and performance management. Providing advice and assistance to the Director of Budget, Deputy Director of Budget, Chief Financial Officer, and the Deputy Chief Financial Officer as well as other senior officials, on budget, performance, and financial management issues.

Interpreting a variety of budget guidelines and directives, policies, and precedents to provide guidance on policies, procedures and systems involved in budgeting and financial management. Recommending and implementing budget policies; producing budget formulation, justification, and execution materials for submission to Office of Management and Budget (OMB) and Congress. As a technical authority, performs coordination efforts with key agency personnel at all levels. Performing reviews and analyses throughout the agency to assess and evaluate compliance with budget and financial management policies and procedures. Serving as an accurate source of information on budget and financial management matters for the Chief Financial Officer, and other senior agency officials.

Demonstrating strong operational knowledge of the agency's budget, performance, and financial management systems. Providing accurate guidance on the use and maintenance of these systems to users and system administrators.

Recommending budget policies. Analyzing the budgetary implications of new or revised, proposed and/or enacted legislation and regulations, and changes in agency, OMB and/or Congressional policies/procedures; providing accurate advice on all phases of budgeting, with an emphasis on budget formulation, to various levels of managers and staff members.

Applying strong knowledge of the OMB A-11 guidelines and contributes to the development of the OMB Budget Submission, Congressional Budget Justification, Annual Performance Plan, and other financial reports for various agency programs.

Applying knowledge and expertise with OMB's MAX A-11computer system data entry application used to collect information for the President's Budget to ensure that outlay rates used in MAX are accurate. Balances Corporation accounts in MAX within OMB deadlines.

Participating in special projects, either as a team lead or team member. The projects may be specific to the budget or may address general agency operations or policy. Meets all internal and external deadlines. Regularly identifies, analyzes, and recommends office policies and procedures to improve the effectiveness of office operations.

Performing other duties as assigned.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: 1) applying the principles and practices of budget formulation and performance; 2) working across agencies with program offices on current year and future year requirements for spend plan planning and budget justifications; AND 3) utilizing the OMB's MAX A-11 computer system for data entry application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

This job does not have an education qualification requirement; education may not be substituted for Specialized Experience at this grade level.

Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position. As agency remote work policies are finalized and/or evolve, there may be additional guidance and requirements for the position. After hire, employees must follow the requirements in the agency's change of duty station policy when changing duty stations.
