- YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
QUALIFICATIONS
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301\
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent (may have been obtained in the federal service, military, or public sector). Example of Specialize experience includes master knowledge and understanding of Counter Narcotics (CN), Counter Threat Finance (CTF) and Transnational Threats to include organizations and agency current missions, capabilities, organization and intelligence support to law enforcement operations. Knowledge of DOD and USNORTHCOM, Drug Enforcement Agency (DEA) and other law enforcement, and military services is required. Comprehensive knowledge of Federal, Office of the Secretary of Defense, and Joint Staff strategic planning guidance. Expert knowledge of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes for CTF missions. Thorough knowledge of current CTF military policy, Joint doctrine, Joint plans, policies, and practice, as well as a comprehensive understanding of U.S. government treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, U.S. security requirements and arrangements and other pertinent laws, doctrine, policies, and procedures. Master knowledge of military air, land, maritime concepts and principles; DOD military command and control operations, command and control of air, land, and maritime forces, geographical areas of responsibility as pertains to the Geographical Combatant Commands, air, land, and maritime combat operations at both the operational and strategic levels of war. Practical and professional knowledge of a wide range of all services military technical methods, principles and practices. Practical knowledge of mission and organization of many, if not all, involved agencies, departments and bureaus as applicable to CN and CTF plans, operations, and intelligence support, including as applied to law enforcement and other interagency efforts. Thorough knowledge of DOD and interagency security policies and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Ability to coordinate USNORTHCOM planning, operations, and intelligence support to U.S. law enforcement agencies.
- Thorough knowledge of applicable statutory law, policy, procedures, organization, intelligence, and doctrine as it relates to DOD CN and CTF support to key interagency organizations involved in DEA SOD efforts to deny, disrupt, or defeat, and degrade adversaries' ability to use global licit and illicit financial networks to negatively affect US interests.
- Ability to independently analyze information, develop appropriate courses of action, formulate recommendations, and articulate a resolution or decision in a concise, well written or oral presentation at the Director level and below.
- Possess experience or knowledge of Homeland Defense and Defense Support to Civil Authorities domestic contingency operations and exercises.
- Knowledge of CN and CTF related planning, operations, intelligence and financial systems.
- Proficiency in Microsoft Office programs to include Outlook, Excel, Word and PowerPoint.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
