Summary

This position is located within the J4 on Camp Mabry in Austin, TX. The primary purpose of this position is to serve as a full deputy to the Logistics Management Officer, G-4 (PDCN: D0975P01). As the deputy, serves as the alter ego to the Logistics Management Officer, G-4, fully sharing with the Logistics Management Officer the direction of all phases of the organization's programs.

Duties

As a DEPUTY LOGISTICS MANAGEMENT OFFICER (Title 32) with the Texas National Guard, your duties will include, but will not be limited to:

  • The DCSLOG/G4 manages a large wage grade work force located in maintenance shops throughout the state. Plans for adequate supply and maintenance facilities and coordinates with the Facilities Manager concerning maintenance and refurbishment of the facilities.
  • Coordinates and directs the State's logistical support mission and administers the Command Supply Discipline Program. Efforts include but are not limited to supply, services, property accountability, inventory management, equipment management and transportation which includes Defense Movement Coordination mission; TC AIMS, MOBCON and related movement actions. Evaluates missions and functions, work methods and procedures and makes improvements. Develops and implements efficiencies where applicable. Formulates directives and issues guidance to ensure compliance within the JFHQ. Establishes and adjusts long range and short range plans for the development and improvement of logistics programs, ensuring that plans meet mission requirements and incorporate latest technological advances. Evaluates programs effectiveness through review of reports, personal observation, inspections, and other means and takes corrective action when appropriate.
  • Oversees and monitors planning and implementation of comprehensive logistics programs for sustainment of highly complex, fielded, or planned fielding of new systems, integrating separate functions into logistics activities needed to sustain fielding. Coordinates fielding schedules in order to identify logistics requirements. Publishes Material Fielding Plans and assures implementation of new logistics concepts, corrective actions and changes to reflect new requirements, technologies, and safety concerns. Coordinates total package fielding within the JFHQ with Program Managers, the USPFO, with major commodity commands such as Tank Armament and Automotive Command, Department of the Army Program Managers and other representatives as appropriate. Plans and supervises the execution of the entire logistics portion of the fielding plans associated with these weapon and equipment systems. Develops State regulatory policy and procedural guidance to assist in the establishment of logistics support throughout the State. Participates in negotiation in complex logistics support issues with JFHQ leadership, USPFO, private firms, and contracting personnel as applicable.
  • Responsible for logistical mobilization and readiness planning. Oversees the development of logistical support plans for deployment and redeployment of assigned units. Identifies key issues and problems in the development of readiness/mobilization plans and initiates and monitors implementation of significant corrective actions. Conducts and supports emergency operations relating to logistics functions. Establishes and maintains response plans. Manages long range planning in structuring and scheduling future readiness/mobilization logistics programs that are consistent with the needs of the state. Administers a maintenance program that involves a variety of facilities with varying levels and complexity of support capability. Maintains oversight of the development and execution of the Maintenance Strategy Action Plan.
  • Supervises directorate through subordinate supervisors. Plans and schedules work to be accomplished. Assigns special projects to subordinate supervisors. Analyzes work requirements and determines staff, equipment and other resources needed to accomplish the work and makes adjustments when appropriate. Makes changes in work methods, organization of work or assignment of functions to subordinate units or positions to improve work flow and services rendered, increase productivity, reduce costs, or promote job satisfaction. Resolves problems that could not be resolved by subordinate supervisors. Prepares performance appraisals of subordinate supervisors, reviews and approves/disapproves evaluations prepared by them for their subordinates. Exercises personnel management authority to take final action with regards to hiring, promoting, rewarding, disciplining, and training subordinate supervisors and approving personnel management recommendations of supervisors. Serves as Career Manager for Quartermaster, Maintenance and Transportation career programs. Conducts periodic position structure review and examines the organization and each position to identify tasks at lower skill levels. Recommends reorganization of spaces and functions as necessary.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas National Guard and wear of the military uniform.

Qualifications

To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following:

Specialized Experience:

At least 1-year specialized experience, education or training equivalent to at least next lower grade level (GS-12) in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Directs an organization of technical an administrative specialist as well as managers and analysts. Assesses and ensures logistics compliance, supportability and planning for a wide variety of programs and operations including but not limited to unit supply operations, Maintenance Management, Transportation, Command Supply Discipline program, field feeding, Logistics Award programs, property accountability, Logistics Functional Army Analysis (FAA). Includes where applicable, support for Integrated Sustainment Maintenance (ISM) and Single Stock Fund (SSF), National Homeland Defense; Weapons of Mass Destruction (WMD), National Missile Defense (NMD, contingency and exigency planning, operational employment (including but not limited to ARNG units and stabilization forces participating in or conducting operations such as: Operation Southern Watch (OSW), KFOR in Kosovo, SFOR in Bosnia, Multi-Force Observation in the Sinai, Military Support to Civil Authorities and Training Support (annual training (AT), Individual Duty Training (IDT), Oversees Deployment Training (ODT)and Combat Training Centers (CTC). Addresses government regulations and other forms of formal direction including policy, guidance, planning, execution and sustainment planning for CONUS/OCONUS by ARNG personnel and units. Efforts are highly complex and involve technical work in development and assessment of requirements, models and program outputs. Monitors initiatives such as Army Single Stock Fund (SSF), Velocity Management, ARNG Equipment Readiness and Equipment on Hand Readiness. Supports as required, initiatives in ensuring assessment and impact of DA Transformation, TAAs and FAAs, State and Federal emergency and mobilization response plans, Logistics functional Standard Army Management Information Systems (STAMIS) capability and other initiatives that impact on operations, policy and logistics program execution.
