Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP.

This National Guard position is for a ELECTRONICS MEASUREMENT EQUIPMENT MECHANIC, Position Description Number PDD1201000 and is part of the Mississippi National Guard.

Duties

As a ELECTRONICS MEASUREMENT EQUIPMENT MECHANIC, WG-2604-11, you will serve as the deputy (full assistant/alter ego) to the Garrison Training Center (GTC) Manager of a Level III or Level IV Garrison Training Center with a battalion or multiple battalions responsible for all operational aspects of training management in support of national defense, and State determined initiatives and missions. This position is authorized to make technical and executive decisions for the Base Operations Manager in all areas of functional responsibility; represents the group and the commander at meetings, conferences, official functions, and community events, and when acting as the senior group official in the absence of the commander, possesses the same authority and prerogatives as the commander. Management and executive knowledge and ability are the paramount qualification requirements.

1. With the Base Operations Manager, manages all aspects of the GTC operations in order to provide 24 hour operational readiness in support of national defense and state/territory determined initiatives and missions. Ensures the training center is fully operational, on short notice (less than 24 hours), to support troops and units which are trained, certified, and immediately deployed to the war fight. Provides direct support and complex coordination involving secured operations of national defense initiatives with MACOM (major commands) or higher commands. Manages all peacetime aspects of the GTC mobilization mission to include providing for supply and other physical support of troops training at the GTC, planning, procuring, storing, Petroleum Oils and Lubricants (POL), station property, cantonment supply and billeting, and transportation motor pool operations. Manages the operation, maintenance, repair, rehabilitation, and construction of all real property, to include recreational sites and equipment in support of troop welfare programs, Morale Welfare & Recreation (MWR). Works closely with Construction and Facilities Management Office (CFMO) and other local directorates and outside entities to ensure long-term capabilities are available to support local, national defense initiatives, defense support to civil authorities, and domestic operations. Implements and manages programs to ensure compliance with established environmental and natural resource regulations and any documentation, such as Installation Natural Resource Management Plans and Cultural Resource Management Plans, are in place, and that historical holdings are current and available for public review.

2. Assists with the management of a variety of Federal and State funds to support the GTC operations in accordance with current laws, regulations, and policy. This may include funds identified in the Master Cooperative Agreement (MCA) or Inter Agency Service Agreements for the state or territory, or Non-Appropriated Funds (NAF). May direct the work of subordinates in daily funds management and execution.

3. With the Base Operations Manager, communicates and performs complex coordination, inside and outside the training center, with National Guard Bureau (NGB) personnel, the commands of other MACOMs, other DoD agencies, heads of federal agencies and states on matters pertaining to funds usage, supply, and training support activities at the training center. Coordinates, supervises, and conducts pre-camp conferences with higher headquarters staff personnel and organizational commanders. Interacts with the local media and handles sensitive public relations problems. Responds to congressional inquiries concerning legislation that has potential impact on current and future training center operations and requirements in support of national defense missions. Represents the ARNG and the ARNG GTC, with the Garrison Commander if applicable in the surrounding community as directed by The Adjutant General (TAG).

4. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Reviews selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; comp-time or overtime may be required.

6. Wear of the military uniform is MANDATORY.

Qualifications

This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition.

NATIONAL GUARD MEMBERSHIP IS REQUIRED
: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).

GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
