Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5127P01 and is part of the CO USPFO, National Guard.

This position provides professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State.

Duties

The incumbent is responsible to have extensive knowledge of all pay operations that are handled by the Pay and Exam branch. The incumbent must be able to work independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Resolves the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Apply pay and tax laws, regulations, directives, and policies to all cases. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. Ensures work is processed in accordance with established guidelines, regulations, policies, and procedures. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. Performs other duties as assigned.

  • Must be a current or former member of the Colorado National Guard (CONG) or a current T5 or T32 Federal Technician within the CONG.

  • Must be able to obtain and maintain a secret security clearance of the position.

Qualifications

*Must obtain the appropriate certification levels for the position within 24 months after initial assignment; and, must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period.

Must have experience or knowledge in each of the following:
1. 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures.

2. Understanding of the basic principles and concepts of the National Guard financial business program requirements.

3. Experience that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

4. Knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay.

5. Experience or knowledge in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors.

Education

Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
