As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-14 some of your typical work assignments may include:

  • Formulates and coordinates the execution of strategic planning, business and budgetary management processes
  • Assists in the development and implementation of all J6 resources policies and procedures, including techniques required to improve the effectiveness of resources utilization and ensures appropriate integration of conflicting program objectives and requirements within established constraints
  • Participates actively in the translation of requirements into detailed plans, programs and schedules consistent with the requirements of the Planning, Programming, Budgeting, and Execution (PPBE) process to include budget planning, integration, formulation, presentation, execution, re-programming, and review of obligations and expenditures; provides for management and maintenance of accounting systems; ensures timely and effective submission of requirements, changes and other required input through the PPBE process; and recommends and directs program restructures required to assimilate changes with minimum impact on assigned program requirements.
  • Develops and recommends strategic alternatives for integration of significant considerations within mission, management and resources objectives; develops and directs implementation of realistic and responsive policies and ensures their inclusion into all pertinent Stakeholders and other higher authority planning efforts.
  • Reviews existing procurement contracting strategies and formulates a business approach to maximize the efficiency of the procurement activity.

  • Will sometimes be required to work other than normal duty hours, to include weekends, and/ or holidays.
  • Once certified, the incumbent must meet the continuing education training (CET) requirement as outlined in DoDI 1300.26

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Assesses and provides recommendations on financial processes by applying expertise in fiscal disciplines, including budget (operating and procurement), accounting, appropriation policy, travel policy, property fiscal management, position resource management, IT, resource management, reimbursable funding and controls, Working Capital Funds, and to assess and provide related recommendations.
  • Utilizes acquisition functional disciplines including contract management, quality assurance, program and technical support, to address resource related concerns and acquisition opportunities for the Joint Staff J6.
  • Reviews and evaluates the content of new or modified legislation for projected impact upon Joint Staff J6 programs and resources; and/or in translating a basic legislation into program goals, actions, and services.
  • Performs management studies and conceptualizing, developing, and implementing organization-wide programs by leveraging an understanding of relationships between the Joint Staff, Military Services, and other agencies.
  • Analyzes legislative and higher headquarters guidance to the budget impact on joint C4/Cyber programs and policies. requirements, policies, procedures and guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
