BUSINESS TITLE: Hobby Center Manager

INTRODUCTION:


This position manages an MCCS Arts and Crafts Center located at Camp S.D. Butler, Okinawa, Japan. The primary purpose is to operate a diversified arts and crafts program designed to stimulate the initiative skills, talents and interests of active duty, retired military, and DoD civilian personnel and their dependents. The position is assigned to Camp Courtney or Camp Foster reports directly to the Retail Manager.

DUTIES AND RESPONSIBILITIES:


Plans and arranges a variety of arts and crafts activities in one or more basic categories (e.g., woodworking, handicrafts, ceramics).

Under prior approval of the Retail Manager, devises and adapts such activities to satisfy patron needs, and limitations in funds, facilities, equipment and staff support.

Coordinates contracted instructors and volunteers for the various arts and crafts activities, assuring that the quality and integrity of the program is maintained.

Supervises subordinate staff, including the planning of work schedules, assignments and deadlines. (Scheduling may involve shift work in order to accommodate operational hours of the activities provided). Approves employee leave and/or requested time off.

Interviews and trains new employees; evaluates work performance and makes recommendations regarding annual reviews; and disseminates MCCS policies and objectives.

Listens and responds to employee grievances and takes appropriate action, referring serious or unresolved issues to the Retail Manager for assistance. Handles minor disciplinary actions such as warnings and gives constructive input on work product.

Ensures that proper equipment, program materials, supplies, merchandise, and services are available to accomplish scheduled arts and crafts activities. Maintains a fully stocked sales store and well displayed retail counters to meet the needs and interests of patrons.

Accounts for all funds involved in the Center's program including cash control, daily bank deposits, and accounting reports.

Serves as custodian for all equipment assigned to the center including the submission of maintenance requests and the movement of equipment necessary for proper operation. Responsible for procurement documentation, Letter of Instructions (LOIs), and accurate and complete merchandise inventories.

Provides status reports on patron attendance, cash collections, facilities maintenance and renovations, and other data as required.

Ensures that participants adhere to safety regulations and that the activity and facility is maintained in good order. Submits necessary work orders and arranges for janitorial services.

Promotes the arts and crafts program by announcing monthly activities schedules and forwarding publicity materials three months in advance to insure maximum effectiveness in attracting and motivating participants. Provides a wide range of activities targeted to meet community interest and needs.

Encourages the establishment of special interest groups for the community served by the Center and provides elementary development assistance as needed. Assist in forming clubs and publicizes 10 organizations' activities. Monitors these organizations to insure adherence to Center procedures.

Establishes and maintains close working relationships with MCCS representatives, other camp services, the local military community and organizations such as the wives' clubs. Encourages participation in the Arts & Crafts programs.

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Acknowledges customers, smiles and makes eye contact.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

BASIC REQUIREMENTS:


1. A minimum of three-year experience that demonstrates progressively more responsible operation management, administrative, personnel supervision, and technical work including the knowledge in using a variety of arts and crafts tools and equipment.

2. Must be able to accommodate flexible work schedule to include weekends, holidays, and nighttime.

3. Government vehicle license is required to operate a light truck.

4. Able to work at various MCCS Arts and Crafts locations around Okinawa based on the staffing needs of each facility.


QUALIFICATION REQUIREMENTS:


1. Leadership skills and ability in providing direction and maintaining effective working relationship with subordinate staff.

2. Demonstrated ability in apply generally accepted business concepts and merchandising methods to conduct business and financial analysis.

3. Experience and ability to plan and implement a variety of recreation programs and ability to use a wide range of machining techniques to set up, adapt, and use appropriate machines, tools, and accessories, e.g., woodworking.

4. Ability to exercise tact, communicate orally and in writing efficiently with customers and higher-level officials.
