Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a
GS-11 position you must have served 52 weeks at the
GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement

Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the IOR you must also meet the specialized experience below: You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level
(GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist for the GS-11 level. Qualifying specialized experience includes but not limited to: Responsible for the coordination and monitoring of all administrative programs. Coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical, emergency preparedness, cross service coordination and other administrative functions; Conduct analytical studies on particular operational processes, issue topics, or related special projects. Studies may require study planning, statistical measurement, data analysis, and report preparation and development. When tasked with this type of project, will serve as the responsible contact for leading the projects from initiation to completion; Oversees and facilitates the administrative management for the respective site. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, devises solutions to systems administration, training management, publication management, and data management within the division; Participate in the planning for budgeting needs and financial management. Assists with budget formulation, justification, execution, financial management and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources; Management of procurement requests, including preparing acquisition packages, evaluating proposals for work, acting as a Contracting Officer's Representative (COR), and maintaining procurement records. As directed, may assist in the preparation, review of purchase orders for supplies and non-expendable property such as equipment. Control purchasing and use of supplies. Oversees property management and prepares necessary documents to accession and de-accession of property, including management of Equipment Inventory Listings (EILs); Manage procurements of varying degrees of complexity, ranging from Government Purchase Card utilization to regular interface with the Network Contracting Office. Required to be certified as a level 2 or level 3 COR, and will assist in the initiation and preparation of procurements to secure adequate resources to facilitate operations, which may include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with vendors/contractors; As COR, and in conjunction with the contracting officer, the incumbent is overall responsible for the creation, implementation and enforcement of assigned leases. Serves as the lead for all lease modifications and supplemental agreements. Coordinates and executes such changes when requested and approved by user groups or program offices.
