This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of cyber operations and operational test designs, principles, concepts, and practices in a professional occupation, such as would be gained through extended study or experience and skill in applying test design and development or coordinating cyber operations to difficult and complex work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of cyber operations and operational test designs, principles, concepts, planning, coordinating, and budgeting OT&E test activities, and the sequence and timing of key operational events, milestones, and methods of evaluating the effectiveness of planning actions as related to actual events and familiarity with Agile, SAFe, and DevSecOps.
- Knowledge and understanding of agency, USCYBERCOM, AF, Department of Defense (DoD) and national level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
- Knowledge of security procedures to maintain control of classified material.
- Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems.
- Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology.
- Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
Conditions of Employment Continued
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- Incumbent must be able to express thoughts, ideas, and concepts in a straightforward and concise manner, both orally and in writing. Excellent command of the English language and knowledge of peculiar EMSEC terminology are essential qualifications for this position. Incumbent may be required to make presentations reflecting squadron and 67 CW positions based on personal knowledge, experience, and judgment.
- Positions designated as an acquisition position: Positions are covered by the Acquisition Professional Development Program (APDP) and the employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. This position is Acquisition Professional Development Test and Evaluation, Practitioner Level, non-critical.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
