Duties
As a IT Project Manager, GS-2210-14, your typical work assignments may include but are not limited to the following:
1. Serves as IT Project Manager for Data Systems.
2. Responsible for scoping, implementing, and managing the set of projects and systems that implement the EOP's data archive program, in adherence with both the Presidential Records Act (PRA) and Federal Records Act (FRA) requirements to capture all EOP records data, inclusive of both unclassified and classified data.
3. Performs technical project management in collaboration with a wide range of stakeholders, relying on building of strategic relationships across organizational boundaries to achieve project objectives and knowledge transfer; identifying and resolving data archival challenges; and communicating project needs and milestones with senior leaders.
4. Develops and executes multi-year technology roadmaps aligned with organizational strategic objectives. Conducts periodic technology assessments and provides executive-level recommendations for adoption based on mission requirements, security constraints, and cost-benefit analysis.
5. Manages the work of contracted teams as a Contracting Officer Representative (COR), monitoring vendor performance, budget oversight, and contract deliverable quality assurance. Facilitates collaborative relationships among contractors, technology vendors, and internal stakeholders to coordinate complex project activities and resolve technical issues.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

SPECIALIZED EXPERIENCE:
You must have one full year (52 weeks) of IT-related experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service or private sector. Specialized experience for this position is defined as performing at least three (3) of the following five (5) functions:
- Managing enterprise-level IT projects or programs involving the design, development, implementation, and sustainment of complex data management and/or business systems with multiple external dependencies.
- Applying an advanced knowledge of data and data systems architecture to the management of software development lifecycle (SDLC) activities to drive system enhancement and expansion
- Identifying emerging technology industry trends and performing impact analysis against the existing technology portfolio including opportunities for modernization and process improvements in line with advancements in the field.
- Developing and managing acquisition, contract, and budget planning activities related to system implementation, modernization, integration, maintenance.
- Applying data management principles and practices, including data governance, modeling/mapping, storage, metadata management, security, and integrity.
