Summary

This position is located with Bonneville Power Administration, in Systems Administration (JNPS) organization, Platform Services (JNP), Enterprise Technology Operations Services (JN), Information Technology (J).

The incumbent will perform duties associated with System Administration, Operating Systems and Systems Analysis. Assignments require developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout BPA.

Duties

As a IT Specialist (SYSADMIN/OS), you will:

  • Perform a variety of work involving planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
  • Generate and run simulation models for applications.
  • Develop and present plans for integrating new server technology into existing architecture.
  • Perform a variety of work involving applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations.
  • Develop policies, procedures, and strategies that ensure optimization and integration in the installation, configuration, and maintenance of the operating environment.
  • Plan and coordinate BPA-wide implementation of process improvement methods and concepts to improve the quality of software products.
  • Develop BPA-wide procedures for responding to new threats to systems confidentiality, integrity, and availability.

  • The incumbent may be called outside regularly scheduled hours for consultation related to computer operations, equipment failure or program revisions. At times must come in to give assistance in correcting problems.
  • May be required to participate in an after-hours On-Call rotation.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To meet this requirement you must demonstrate advanced proficiency in each of the four competencies listed above as follows:

GS-13 Advanced: You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized Experience for this position is defined as: Experience applying IT principles, practices, and methods in 1) Microsoft SCOM (System Center Operations Manager) and Azure monitoring for infrastructure and performance management monitoring, automation and provisioning of software-defined enterprise data centers both on premises and in the cloud; 2) Testing, troubleshooting, scripting and maintaining Server operating systems, hardware, and software systems and enable data center admins to diagnose and troubleshoot issues across the infrastructure; 3) Analyzing, developing, and implementing Windows Server operating systems; and 4) Performing a variety of work involving planning, development, implementation, and administration of Server operating systems for the acquisition, storage, and retrieval of data.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The employee may carry light items such as papers, books, or small parts or drive a motor vehicle. The work does not require any special physical effort.

Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.
