Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA G-2, MI Support Stable Shadow Program, Administrative Support, Washinghton, DC 20310. Duty Station Location: Fort Liberty, NC.

Duties

  • Serves as Senior All Source Intelligence Analyst, conducting multi-disciplined global intelligence analysis; solving difficult and complex analytical problems; performing intelligence research, analysis, evaluation, coordination, and liaison duties.
  • Develops in-depth intelligence analytical assessments and Validates targeting packages in applying comprehensive knowledge of HUMINT, SIGINT, IMINT, MASINT, IO programs.
  • Makes technical determinations and interprets policy to make authoritative decisions impacting large expenditures of resources, impacting important intelligence programs.
  • Deploys as a member of a Joint Special Operations Task Force (JSOTF) and as an intelligence liaison officer on short notice to both CONUS and OCONUS areas based on exercise or mission requirements.
  • Evaluates correctness and accuracy of all-source intelligence data utilized in support of JSOTF targeting and operations.
  • Interfaces with foreign partners, national and theater-level counterparts daily to maintain situational awareness and develop strategies in direct support of both contingency planners and special operations assault forces.
  • Serves as leader of a working group or planning group involved in intelligence support for contingency operations.

Conditions of Employment

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires temporary duty (TDY) travel up to 30% of the time for the performance of duties and training.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Subject to short notice recall. Must reside within normal commuting distance of assigned duty station (50 miles).
  • Shift work, irregular tours of duty and/or extended duty will be required.
  • Required to apply for and obtain Staff-Like-Access (SLA) in order to perform temporary duty with Other Government Agencies.
  • Must sign a mobility agreement.
  • May be required to undergo psychological screening.
  • A medical examination and immunization screening is required.
  • Position will be required to comply with the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • May be required to wear uniform and/or protective clothing.
  • Frequent extended duty with long hours under high pressure with generally high-risk job responsibilities.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: 1) Experience performing Intelligence research, analysis, evaluation and technical targeting; 2) Experience organizing and analyzing data from numerous sources to support targeting efforts; 3) Experience preparing and producing integrated intelligence products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

**Conditions of Employment:
- Designated Emergency-Essential. This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate). Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).
- Duties maybe be performed under austere and potentially hazardous conditions during exercises and deployment operations. May be required to deploy into areas in which hostile action may occur. May be required to complete specific training, physical examination, and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.
