Summary

About the Position:
The Joint Exercise Planning and Training System Specialist is a member of the Joint Training, Readiness and Exercise Division, Operations Directorate. You will serve as an advisor to the joint training, readiness and exercise division chief and represents the division chief at meetings and conferences pertaining to exercise matters.

Duties

  • Support development and implementation of an effective, reliable, long range Headquarters exercise program by assisting in the development of a long range plan.
  • Manage budget allocation execution and provide oversight to ensure fiduciary responsibilities comply with all regulatory statutes.
  • Review strategic documents and attend working groups to develop and synchronize exercise scenario actions/injects to meet the command’s exercise objectives.
  • Utilize joint training system continuum, assisting in the development and execution of a complex training and exercise program to ensure the organization’s battle staff is prepared to execute organization’s mission.
  • Facilitate staff efforts to develop and maintain appropriate training objectives aligned to appropriate missions and joint mission essential tasks (JMETs) through an annual training objective workshop.
  • Assist Headquarters exercise and training deputy branch chief in the execution and management of USAFRICOM defense readiness reporting system (DRRS) program.
  • Develop headquarters exercise and training continuum.

  • Must be willing to obtain any vaccinations and pertinent immunizations, and complete any pre-employment screening for country entry.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular and official U.S. Passport.

Qualifications

Term Appointment NTE - Position may be filled as a Term Appointment NTE 36 months. Term appointments may be extended beyond of six(6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.

Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) administrating and coordinating military operational exercises; 2) Executing budget management and resource appropriation processes for planning and execution of training and exercise programs; AND 3) Using expertise in systems such as the Joint Training Information Management System (JTIMS), the Joint Exercise Life Cycle (JELC) and/or the Joint Operations Planning and Execution System (JOPES) to manage and conduct comprehensive operational/strategic military exercises or training programs.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
