Duties

As a Loan Specialist at the GS-1165-09/11 for COVID EIDL Loan Servicing Center - CESC, some of your typical work assignments may include:

  • Negotiating with borrowers and/or third parties to obtain satisfactory resolution in adversarial situations.
  • Conducting investigations and analyses in preparing a variety of servicing, collection, and liquidation actions.
  • Determining the financial responsibility of borrowers and/or guarantors following a detailed financial analysis.
  • Responding to demands for payoffs from escrow companies and research requests for reconveyance on previously paid loans to prepare documents.
  • Preparing releases for borrowers and notice of fully paid accounts where certified funds are received.
  • Responding in writing to a full range of inquiries from borrowers concerning residential and commercial loan servicing and liquidation to assist in the liquidation of delinquent loans.
IMPORTANT NOTES:
  • This is a Term Appointment, which is a Competitive service position and does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment up to 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.

  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.
  • This is not a bargaining unit position.

Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank, or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

In addition, this Specialized Experience must demonstrate ALL the following:
  • Analyzing financial statements, tax returns, credit reports, and/or earning potential of individuals and/or business enterprises; and
  • Making recommendations related to the processing, servicing, and/or liquidation of residential or business loans; and
  • Communicating orally or in writing with a variety of contacts regarding financial or loan-related matters.
GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level obtained in either the private or public sector that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. In addition, this Specialized Experience must demonstrate ALL the following:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If qualifying based on education, you must submit transcripts to be eligible.

Recent graduates with a Master's Degree or Doctorate in a related field with no prior lending experience are encouraged to apply.

GS-09: Must have a master's or LL.B. or J.D. if related, or equivalent graduate degree in a related field or 2 full years of related progressively higher-level graduate education leading to such a degree.

GS-11: Must have a doctorate or LL.M, or equivalent graduate degree in a related field, or 3 full years of related progressively higher-level graduate education leading to such a degree.
