Duties

As a Management and Program Analyst you may:

  • Prepare risk assessments, internal reviews, and reports of compliance.
  • Evaluate, monitor, and report performance of key programmatic, financial, and operation efficiency metrics via program-wide reporting and presentation materials summarizing analyses of metrics results.
  • Coordinate and act as principal interface for all external audits through supporting information requests from external organizations performing external audits.
  • Participate in professional loan review conferences through presentations that demonstrate a high level of understanding of enterprise risk impacts.
  • Coordinate with divisions to establish and update necessary policies and procedures.
  • Develop ad-hoc data analysis and modeling requests for initiatives regarding a variety of operational support functions, including resource planning, staff allocation, and cost estimation.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:

  • Applying analytical and evaluative methods and techniques to a broad range of project finance structures and applicable credit risk for large-scale or commercial infrastructure projects including, developing and utilizing financial models for monitoring loan performance and credit/risk analysis; AND
  • Assisting with audit readiness and responding to internal and external audits including reviewing procedures to monitor strategic and operational risks in accordance with OMB Circular A-123 or risk management principles; AND
  • Aiding in the identification of internal of control procedures to monitor strategic and operational risks in accordance with OMB Circular A-123; AND
  • Assisting in the development of annual reports on Program compliance with OMB A-123 requirements; AND
  • Providing assistance with data analytics and modeling to implement initiatives sufficient to a variety of operational support functions, including resource planning, staff allocation, and cost estimation.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

  • Preparing for audit readiness and responding to internal and external audits including developing governance documents and procedures to monitor strategic and operational risks in accordance with OMB Circular A-123 or risk management principles; AND
  • Identifying control procedures to monitor strategic and operational risks in accordance with OMB Circular A-123, including performing division level risk assessments, internal reviews, and reports of compliance; AND
  • Developing annual reports on Program compliance with OMB A-123 requirements, as well as representing the organization at intra-agency and inter-agency risk management forums and working groups; including preparing project status reports, developing briefing material for senior management and other governing boards; AND
  • Providing support for data analytics and modeling to implement initiatives sufficient to a variety of operational support functions, including resource planning, staff allocation, and cost estimation.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

This position is announced under a government-wide Direct Hire Authority (DHA) for Management and Program Analyst positions in the GS- 0343 series.
