Summary

The Architect of the Capitol (AOC) Office of the Chief Security Officer (OCSO), Assistant Director, Security Division is seeking an exceptional Personnel Security Specialist (Adjudicator) to perform a variety of security tasks in support of the AOC security program.

Duties

Duties quoted below at GS-12 level.  If hired at the GS-11, the employee will perform a variety of moderately difficult assignments designed to progressively develop the experience required to assume larger responsibilities.

MAJOR DUTIES:

  • Reviews and evaluates cases involving potential suitability disqualification based on qualification fraud, including, but not limited to, education claims related to non-accredited institutions and diploma mills.
  • Exercises administrative decision-making authority for all final suitability and fitness actions for cases at all levels of difficulty, including those that are the most complex, with extensive issue information, conflicting results, incomplete law enforcement reports or the need to analyze and compare complex data and resolve substantive discrepancies between authoritative source documents. The decisions must clearly establish the basis for the action, the additional considerations pertinent to the decision and the potential impact of the conduct on the efficiency and integrity of the agency, as well as provide written justification to support decisions involving complex adjudicative concepts such as establishing intent related to falsification.
  • If adjudicative analysis and recommendations are adverse to the applicant or employee, the incumbent prepares a detailed written adjudicative analysis citing applicable provision of AOC and Congressional suitability guidance and makes a recommendation accurately balancing the rights of the applicant or employee against those of the government that are subject to supervisory and legal review.
  • Participates in the administration of an effective information security program with emphasis on security education and training, assignment of proper classification and safeguarding of controlled unclassified information and classified material. Maintains records to document security program compliance. Additionally, supports development and maintenance of security program SOP's.
  • Participates in inter-agency personnel suitability working groups, as required, to provide input and recommendations regarding changes and improvements to the AOC’s suitability program policy, processes and execution.
  • Performs periodic reviews of security management programs and evaluate and report on findings to OSP management and senior leadership. Respond to inquiries, provide recommendations and perform policy updates as required.

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner.

Performs other related duties as assigned.

** Must be able to obtain and maintain a Top-Secret security clearance.** This position is considered "essential" for purposes of reporting to work when the facility might otherwise be closed. **

  • A person who is currently an officer or employee of the Government of the United States.

Qualifications

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must have been equivalent to at least the next lower grade level.

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 

  • Performing a wide variety of analysis and studies of personnel security risk management;
  • Advising management on personnel security policies; and
  • Reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.

To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis

  • Advising management on personnel security policies and
  • Reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.

Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M.

Combination of education and experience:  Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
