Job Description (Please follow all instructions carefully)

Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance.

Duties

The Program Manager serves as the Front-Line Manager (FLM) within the Program Management Organization to direct subordinate staff in the management and evaluation of activities that support the organization's goals and objectives. Provides guidance to facilitate the management of the various agency information technology-centric projects. The Program Manager manages the work of an organization typically through subordinates. Integrates work of multiple organizations to meet strategic goals and objectives, participates in strategic planning, and makes commitments for major organizations. Responsible for managing projects and monitoring contractors in the
development, testing, integration, implementation, and sustainment of systems.

Provides supervision to program managers and assesses program requirement stability; and organizes programs and activities in accordance with the mission and goals of the organization. Develops new programs to support the strategic direction of the organization. Develops an evaluation method to assess program strengths and identify areas for improvement. Implements and manages changes and interventions to ensure project goals are achieved. Discusses with higher-level management the statuses and results of projects/programs and plan for the future.

As the FLM directs staff in designing and conducting complex studies of proposed software applications, ensuring compliance with system requirements. Leads and integrates the program budget, analyzes project milestones and interdependencies across the portfolio, reviews contractor deliverables and represents the FAA at technical meetings, program reviews, and conferences. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organizational unit.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed.

The Program Manager is responsible for strategic planning, assigning work and responsibilities, setting priorities, communicating the organization's vision and objectives, monitoring and evaluating performance of organization, program managers, and employees, coaching and developing staff and organizational capabilities, approving leave, and taking or approving corrective/disciplinary actions.

Contacts are routinely internal and external to the major organization and include subordinates, peers, higher-level management representatives from multi- disciplinary, cross-functional teams. Represents the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Provides guidance, advice, counsel, and instruction to employees on the work, technical and administrative matters and for preventing and resolving problems without the intervention of higher-level management. Provides leadership, promotes teamwork, and collaborates with other PMO managers to ensure consistent communication of goals and objectives to improve business practices. Communicates and reinforces EEO policies and programs in all areas of responsibility. Fosters a work environment where all employees are treated in a fair and equitable manner.

Qualifications

FV-K, Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

Experience leading multi-disciplinary teams through all facets of major acquisition program lifecycles and meeting cost, schedule, and performance metrics.

Experience managing acquisition and implementation of aviation systems directly supporting air traffic control operations
