Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent will serve as Chief, Regulatory Division, with full responsibility for administering and enforcing the District U.S. army Corps of Engineers Regulatory Program.

Salary range for Albuquerque: $125,882 - $163,646
Salary range for Charleston and Memphis: $124,531 - $161,889

Duties

  • Administer the District's regulatory program within District's defined area of responsibility.
  • Enforce the River and Harbor Act of 1899 (33 U.S.C. 407), Section 404 of the Clean Water Act of 1977 (33 U.S.C. 13114), and Section 103 of the Marine Protection, Research and Sanctuaries Act of 1972 (33 U.S.C. 1413).
  • Coordinate the implementation of the permit program with other elements of the District, to include Real Estate, Counsel, Engineering, Planning, Program Management, Construction, and Public Affairs, etc.
  • Keeps abreast of a division workload and activities; monitors the distribution of work and assures that assignments vs. workforce are in balance.
  • Evaluate performance of subordinates and advises subordinates on administrative matters and determines training needs.
  • Working through subordinate supervisors, incumbent plans and directs the activities of 30 professional, technical and clerical support employees engaged in the implementation of the District's Regulatory Program.
  • Keep abreast of incoming permit applications or other regulatory issues which may be controversial, develop congressional interest, involve major problems, or otherwise require special handling.
  • Plan programs, budgets, and manages funding, manpower, and other resource requirements necessary to accomplish current and projected programs, and works with the Resource Management Office and Personnel Office to assure adequate funding and staffing.
  • As Program Manager, incumbent is responsible for assuring that division activities are conducted in the most efficient and economical manner consistent with mission accomplishment.
  • Develop uniform environmental guidelines to the maximum extent possible to build public confidence in the regulatory program.
  • Establish and maintain a public involvement program to foster an effective working relationship with public and private organizations; federal, state and local agencies.
  • Represent the Corps at public hearings and based upon stated views, comments, and/or recommendations, develops and recommends a District approach in response to issue(s) under consideration.

  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time for USACE Memphis District.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time for USACE Charleston District.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time for USACE Albuquerque District.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience for GS-14: One year of specialized experience which includes: Implement expert knowledge of federal environmental statutes including Clean Waters Act and Waters of the U.S. (WOTUS) and the Rivers and Harbors Act. Applies a strong working knowledge of other federal environmental laws and regulations, to include water quality certifications, Endangered Species Act, and Historic and Cultural Resources. Applies fiscal law and budget principles for the management of a Regulatory Program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).
