Summary

You will serve as a Supervisory Nuclear Engineer in the Nuclear Refueling Engineering Division (Code 2370) in the Nuclear Engineering Department (Code 2300) at of NORFOLK NAVAL SHIPYARD.

Duties

  • You will continually analyze, evaluate, and resolve, highly complex technical issues, and integrates the work of several support branches to meet scheduled completion dates.
  • You will apply innovative techniques and make technically authoritative decisions regarding completion of reactor refueling.
  • You will act as the shipyard technical authority in the interpretation of nuclear reactor servicing manual and its associated component technical manuals.
  • You will review and evaluate costs as they pertain to the reactor plant refueling portion of the overhaul.
  • You will make recommendations to higher-level management on how to reduce the operating budget and ensure safety concerns are not compromised by reductions in operating budget.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Experience utilizing principles of nuclear engineering including metallurgy, thermodynamics, fluid flow, nuclear physics, electrical, heat transfer, reactor theory and chemistry as they apply to reactor servicing.

2. Experience working in all fields of engineering, including electrical, mechanical, nuclear, and chemical. Experience working with the nuclear reactor servicing manual and associated component technical manuals.

3. Experience in managerial, administrative, and technical skills to effectively manage all aspects of the nuclear reactor refueling program as it relates to the overhaul, maintenance, repair, and operation of naval nuclear vessels.

4.Experience working on emergency preparedness and participation in emergency response to support emergency preparedness as responders, role players, or exercise controllers to provide opportunities to be engaged in this vital capability for the shipyard.

5. Experience applying the principles of engineering economics, financial analysis, and cost control to determine the optimum resolution of technically complex problems.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
