In this position you will serve as a full-time supervisory quality assurance specialist (NH-1910-02) at the Air Force Materiel Command (AFMC), in the Air Force test Center (AFTC), at the Air Force Plant 42 in Palmdale, CA.

  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Perform, document and manage inspections in the Logistics Evaluation Assurance Program (LEAP) in accordance with AFI 20-112, Logistics Readiness Quality Assurance Program.
  • Responsible for the internal management and/or technical review of programs and processes that relate to deficiency reporting, Technical Order Corrections and Improvements, Operating Instructions, Contract Technical Data, etc.
  • Serves as a technical advisor in matters related to Logistics, industrial plant and mission enterprise programs.
  • Serves as technical expert for special projects and processes such as Wing Inspection Team (WIT) and assist with overall AFP42 quality assurance

Quality Assurance Series 1910

Individual Occupational Requirements (IOR)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service.

For positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

  • Reviewing production activities and capabilities in light of contract quality requirements.
  • Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  • Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
  • Identifying inadequacies and requesting corrective action.
  • Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities.
  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
Desired Skills:
  • Experience in completing inspections and managing evaluations in the Logistics Evaluation Assurance Program (LEAP) and Management Internal Control Toolset (MICT)
  • Experience in Logistics sections such as Vehicle Maintenance, Ground Transportation, Supply, Fuels Management.
  • Experience serving on inspection teams, Innovation Teams, Wing Inspection Team (WIT)


KNOWLEDGE SKILLS AND ABILITIES:
1: Strong background in Logistics functions such as Materiel Management, Vehicle Management and Fuels Management responsibilities and respective programs to effectively meet the mission.

2. Ability to independently plan, design, and carryout quality assurance surveillance program requirements; analyze special projects in relation to contract scope; and participate in special studies, or other work, required for effective contract surveillance with limited supervisory oversight.

3. Knowledge in interpreting and applying preliminary, test, and established technical data, guidelines and checklists.

4. Knowledge and experience with: quality/performance metrics; lean and 6-sigma process improvement tools and techniques; and Air Force CPI and innovation concepts.

5. Knowledge of a wide range of computer-based programs to include, Adobe, and Microsoft Office suite.

Education

Basic Requirements for 1910
Degree:
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

OR:

General Experience (for GS-5 positions): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.
