Duties

The selected candidate will work closely with the Chief Acquisition Officer and agency staff to effectively and efficiently meet the agency's needs. The selected candidate will also be expected to develop new supply sources and to negotiate effectively with vendors.
The ideal candidate will be familiar with acquisition policies and procedures generally applicable to federal agencies. (Most procurements by CBO are conducted using simplified procedures, although more formal procedures may be used when estimated costs and complexity call for doing so.)

Qualifications

Applicants should have a bachelor's degree and at least 10 years' experience in government purchasing or contracting, including:
1. Administering the full range of pre-award and post-award functions, including negotiations, price analysis, contract administration, and closeout;
2. Formulating negotiation strategies, including preparing, coordinating, and executing memorandums that detail the terms, conditions, or pricing to participate in negotiations; and
3. Managing multiple work assignments and milestones.
Applicants with no degree but at least 15 years of experience in government purchasing will be considered.
Candidates must have FAC-C (Professional) certification.
The position requires a detail-oriented self-starter who has keen business judgment; experience managing best value competitions; and experience negotiating contract terms, pricing, and delivery based on budget and schedule requirements-as well as a commitment to customer service. Excellent organizational, analytical, and problem-solving skills; a demonstrated writing ability; and the ability to multitask within strict deadlines are also required.
The ideal candidate will be familiar with acquisition policies and procedures generally applicable to federal agencies. (Most procurements by CBO are conducted using simplified procedures, although more formal procedures may be used when estimated costs and complexity call for doing so.)
Although the position is nonsupervisory, experience leading or mentoring less experienced employees is a plus. So is familiarity with Momentum Acquisitions software by CGI Federal. Successful completion of a public trust background investigation is required.
