Duties
This position is located in the Office of Acquisition of
Management (OAM), Office of the Chief Administrative Officer (OCAO) in the
United States Capitol Police (USCP). This position serves as a Supervisory
Contract Specialist responsible for sharing in the management of procurement
activities, staff management, and development, including program management,
concept development, procurement planning, contract management, and contract
closeout. Participates in planning, managing, and coordinating procurement
policies and activities consistent with best practices applicable to the
operations; developing and implementing procurement policies and procedures to
ensure necessary supplies and services are procured efficiently and within
accepted professional standards of good procurement practices, and that
contract operations fully support and complement the mission and program;
analyzing and evaluating existing policies and procedures and applying as
needed; and assuring the establishment and maintenance of contract files and
records.
Incumbent exercises limited signatory authority of $10
million for contract methods and types necessary to execute all pre-award and
post-award phases of critical procurements. Performs and directs subordinate
staff in the performance of the full range of contracting and procurement
assignments. Serves as lead negotiator and project coordinator responsible for
the pre-award and post-award contracting functions involving highly specialized
procurements, often requiring immediate attention. Generates complete contract
packages and provides short and long-term procurement planning. Serves as a
contractual authority on acquisition programs. Develops and recommends contract
types and incentive structures. Evaluates proposals for responsiveness and may
conduct on-site surveys to assess the contractor's capabilities. Prepares
appropriate documentation relative to negotiation and pricing actions. Analyzes
settlement proposals.

Successful completion of a Background Investigation is required. Must complete a one year probationary period.
The incumbent must have an active Federal Acquisition Certification in Contracting FAC-C (Professional) or active DOD Defense Workforce Improvement Act (DAWIA) Contracting Professional Certification and maintain this requirement throughout employment.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-12 level you must have one year (52 weeks) of
specialized experience equivalent to at least the CP-11/GS-13 level which is in
or directly related to the line of work of the position to be filled and which
has equipped the applicant with the particular knowledge, skills, and abilities
to successfully perform the duties of the position. Specialized experience for
this position is defined as experience in: (1) soliciting, evaluating,
negotiating, and awarding contracts; (2) administering contracts by assuring
compliance with the terms and conditions; (3) terminating contracts by
analyzing, negotiating, and settling claims and proposals; (4) analyzing and
evaluating cost/price proposals and accounting systems; (5) planning,
establishing, or reviewing contracts, programs, policies, or procedures; and
(6) formulating and administering policies and procedures to ensure achievement
of socioeconomic goals.

Education
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment.
Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.
Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.
Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
