This position is located in the United States Department of Labor (Department or DOL), Employment and Training Administration (ETA), Office of Foreign Labor Certification (OFLC). OFLC provides national leadership and policy guidance to carry out the responsibilities of the Secretary of Labor under the Immigration and Nationality Act (INA).

Duties
- Plans, organizes, and conducts all phases of the work, determining the scope of assignment and assigning work to professional subordinates.
- Identifies training needs for team members and coordinates training sessions to enhance staff skills and knowledge in grant monitoring techniques, compliance requirements, and relevant software/tools, providing ongoing coaching and support to help team members address challenges and achieve their goals.
- Oversees the monitoring process for grants to ensure compliance with funding requirements, regulations, and organizational policies.
- Develops and implements strategies to improve the efficiency and effectiveness of the grant monitoring process.
- Provides program and financial technical assistance to grantees as needed.
- Develops and implements quality assurance procedures to ensure accuracy and integrity of all grant monitoring data, reports, and procedures, and identifies potential risks or compliance issues related to grant activities, working with stakeholders and assigned Federal Project Officers (FPOs) to develop mitigation strategies.
- Works regularly and collaboratively with other managers and staff in OFLC, ETA, and DOL, efficiently and effectively resolving matters assigned.
- Compiles and analyzes data related to all grant monitoring activities to assess performance, identify trends, and generate reports for internal and external stakeholders.
- Reviews grant monitoring reports and provide feedback to staff, ensuring accuracy, completeness, and adherence to established protocols.

Qualifications
GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service or equivalent. Specialized experience is defined as
Specialized experience must include at least 3 of the following:
- Experience applying laws, regulations, rules, policies, procedures, processes, and methods governing the administration of Foreign Labor Certification federal grants, cooperative agreements, and awards.
- Experience with federal grants management processes and providing technical assistance (eg. ability to monitor, evaluate, and administer assigned grants).
- Experience analyzing Foreign Labor Certification grant policies and/or procedures to provide recommendations to improve grant program operations.
- Experience applying financial methods, procedures, and practices to assess the financial stability for recipients of Federal grants or cooperative agreements.
